- Vacation Accrual Rate : San Joaquin County vacation accrual rate consistent with the candidate's total years of public service.
- Education : Completion of 60 semester (or 90 quarter) units from an accredited college or university with course work in planning, drafting, engineering, architecture, environmental health, architectural engineering, landscape architecture, geography, sociology, public administration, business, economics, ecology, or a closely related field.
- The methods of conducting research and surveys requiring the collection, evaluation, and tabulation of data; principles and techniques of public relations; basic planning, zoning, and building codes, ordinances and regulations; basic principles of surveying; basic geometry.
