- DHCR is the Delaware agency responsible for enforcing the Federal Fair Housing Act, Delaware Fair Housing Act (“DFHA”), and Delaware Equal Accommodations Law. DHCR also participates in the mediation of hate crimes, police and community conflict, school related issues, and state employment.
