- Military Sealift Command (MSC) operates ships for the Armed Forces and other agencies.
- MSC follows the commercial model for their policy system using a Quality Management System (QMS) ashore and a Safety Management System (SMS) afloat and following the International Maritime Organization (IMO), the American Bureau of Shipping (ABS), and USCG regulations.
- Support engineering life cycle management engineering and planning for assigned Military Sealift Command (MSC) ships including the development of long range (5-30 year) plans for maintenance, operation, repair, and support of TRANSALT.
- Provide ship availability Program Management (PM) and technical support to Military Sealift Command (MSC) vessels.
- Provide all observations, reports, and recommendations to the Principal Port Engineer (PPE).
