Position/Project Overview:\r\nProject Solutions Inc. is seeking a Construction Project Engineer (CPE) to support a Western Federal Lands Highway Division (WFLHD) multi-award, multi-year contract providing Construction Management Services across federal highway and bridge projects in the Pacific Northwest, Mountain West, and Alaska regions. These projects involve roadway construction, bridge construction and rehabilitation, drainage systems, retaining structures, environmental mitigation, materials testing oversight, traffic control, and specialized work within sensitive federal lands. The role supports preconstruction, construction, and post-construction phases, ensuring projects are executed in accordance with federal contract requirements, WFLHD standards, AASHTO specifications, MUTCD requirements, environmental commitments, and all applicable safety and labor regulations.\r\nThis role is contingent upon award of project.\r\nResponsibilities and Duties\r\nManage daily engineering and construction oversight activities throughout all phases of assigned highway/bridge projects.\r\nMaintain full compliance with federal construction standards.\r\nReview contractor critical path method (CPM) schedules, identify delays, assess impacts, and recommend corrective or mitigative actions.\r\nLead or participate in preconstruction conferences; coordinate with WFLHD, cooperating agencies, resource agencies, and landowners.\r\nReview submittals and shop drawings for compliance; maintain complete submittal tracking and ensure timely processing.\r\nVerify daily quantities, review contractor pay notes, reconcile invoices, and prepare progress estimates in accordance with Prompt Payment Act requirements.\r\nDevelop Independent Government Estimates (IGEs) for contract modifications; prepare technical analyses, pre-negotiation documentation, and CM tracking logs.\r\nMonitor field compliance with environmental commitments related to wetlands, threatened and endangered species, cultural resources, hazardous materials, water quality, noise, and related mitigation requirements.\r\nConduct daily Quality Assurance inspections, confirm contractor testing procedures, review materials test results, and document all field activities through photos, videos, and written records.\r\nVerify contractor survey layout, staking, and field fit adjustments.\r\nReview Contractor Daily Reports and Quality Control reports; maintain complete and accurate project diaries and records.\r\nPrepare weekly project newsletters, public updates, and official correspondence for government signature.\r\nSupport partnering sessions, weekly progress meetings, and stakeholder coordination; prepare meeting minutes.\r\nIdentify non-compliant or unsafe work, recommend stop-work when required, and document all findings for government review.\r\nPrepare and manage punch lists; support final inspection, correction verification, and final acceptance recommendations.\r\nLead closeout activities including documentation reconciliation, final quantity verification, CPARS preparation, and file transmittal to WFLHD.\r\nRequired Education, Knowledge and Skills:\r\nLicensed Professional Engineer (Civil), or Bachelor of Science in Civil Engineering or Construction Management from an ABET-accredited institution.\r\nMinimum 5 years of on-site project administration experience in a project engineer or project manager role; or 10 years of progressively responsible highway/bridge construction experience.\r\nStrong understanding of highway construction methods, materials, equipment, and cost drivers.\r\nExperience preparing or reviewing contract modifications, IGEs, and schedule impact analyses.\r\nKnowledge of sampling and testing procedures, statistical acceptance methods, and WFLHD materials requirements.\r\nExperience overseeing contractor operations, assigning inspectors, and maintaining federally compliant documentation.\r\nProficiency reviewing CPM and bar-chart schedules.\r\nWorking knowledge of environmental mitigation requirements common to federal lands projects.\r\nKnowledge of MUTCD, AASHTO design criteria, ADA standards, and AASHTO materials specifications preferred.\r\nProficiency with MS Office Suite, Adobe Acrobat, and construction reporting tools.\r\nStrong oral and written communication skills for daily coordination, reporting, and stakeholder interaction.\r\nValid driver's license; able to travel to remote substation locations across WAPA's multi-state regions.\r\nPhysically capable of walking, climbing, and working in outdoor environments in proximity to energized equipment.\r\nWhat Does PSI Offer You?\r\nThree options for medical plans plus dental and vision insurance offerings\r\n24/7 healthcare access to telehealth services for your convenience\r\nHSA\r\nCompany life insurance options for you and your family\r\nShort-term and long-term disability offerings\r\nPLUS an $800 monthly allowance is provided to offset your PSI insurance premium costs\r\n401(k) with a 4% employer match\r\nGenerous PTO, paid-federal holidays, and sick leave\r\nAlways the opportunity for professional development\r\nThe information contained herein is not intended to be an all-inclusive list of the duties and responsibilities of the job, nor are they intended to be an all-inclusive list of the skills and abilities required to do the job.
