This role ensures full compliance with state regulations, supports high‑quality service delivery, manages therapist onboarding and documentation, and leads outreach efforts with System Points of Entry (SPOEs), families, and community partners. The Program Manager serves as the primary liaison between Turnstone, the Central Reimbursement Office (CRO), and regional First Steps partners.\nThis is a full-time, 40-hour per week position with a schedule of Monday-Friday.\nAs our First Steps Program Manager, your duties would include but are not limited to:\nTherapist Recruitment, Hiring, and Supervision\nParticipate actively in the recruitment, interviewing, selection, and hiring of First Steps therapists, in collaboration with the Director of Therapy and HR.\nProvide direct supervision of First Steps therapists, including setting performance expectations and supporting professional development.\nConduct regular check‑in meetings with First Steps therapists at least quarterly, with a focus on support, workload balance, quality of services, and problem‑solving.\nComplete annual performance evaluations (PERF) for First Steps therapists and address performance improvement or disciplinary matters in accordance with Turnstone policies.\nProgram Oversight & Compliance\nEnsure Turnstone’s First Steps agency meets all Indiana First Steps requirements, including provider enrollment, credentialing, insurance, and annual compliance updates.\nAttend IFSP meetings, case conferences, and meetings with families as needed to support service coordination, therapist effectiveness, and program compliance.\nMaintain agency documentation, policies, and procedures aligned with state standards.\nMonitor therapist compliance with licensure, credentialing, background checks, liability insurance, and required training.\nConduct periodic internal audits of notes, billing, and documentation.\nServe as the primary contact for CRO, SPOE, and state EI staff regarding compliance and operational questions.\nTherapist Support & Coordination\nOversee onboarding and orientation for OTs, PTs, SLPs, and COTAs providing First Steps services.\nHold therapists accountable for timely scheduling of authorized services and compliance with referral timelines.\nManage and monitor incoming referrals to ensure they are assigned and scheduled with therapists within required timeframes.\nProvide ongoing support regarding documentation expectations, IFSP processes, and service delivery best practices.\nTrack caseloads, service authorizations, and provider availability.\nFacilitate communication between therapists, families, and SPOE staff.\nMaintain a positive, supportive environment that reflects Turnstone’s mission.\nBilling & Operational Management\nEnsure referrals are received and appointments scheduled in a timely manner according to Turnstone policies.\nEnsure accurate and timely submission of billing to the CRO.\nMonitor reimbursement trends, denials, and documentation issues;
