The Collection Manager will lead multi-discipline collection planning and execution, translate Priority Intelligence Requirements (PIRs) into actionable tasks, assess collection effectiveness, and drive re-tasking to close intelligence gaps for border security operations.\nJob Duties:\nRequirements development and planning\nResearch, collaborate, and coordinate with all-source analysts and partners to develop/refine collection requirements across INTs.\nTranslate priority intelligence requirements and operational needs into prioritized collection strategies, plans, and taskings.\nDetermine asset/resource availability and select appropriate collection programs/plans.\nExecution and coordination\nIdentify and coordinate collection assets and resources; draft priorities and issue taskings.\nCoordinate with appropriate collection sources/agencies; ensure alignment with enterprise policies and timelines.\nMonitor collection results, provide timely feedback, and re-task to address residual gaps.\nAssessment and performance\nEvaluate efficiency/effectiveness of collection against requirements using Measures of Performance (MOPs) and Measures of Effectiveness (MOEs).\nProduce analyses identifying collection gaps, trends, and opportunities; recommend solutions and refinements.\nUpdate collection plans; document assumptions, constraints, risks, and mitigations.\nPartnership and governance\nCollaborate with CBP components, interagency, and IC partners to understand consumer needs and optimize collection operations.\nSupport enterprise reporting on alignment to priority intelligence requirements; contribute to bi-weekly/monthly status and metrics\nMinimum Qualifications:\nActive DoD Secret (or DHS equivalent) and ability to obtain/maintain TS/SCI if mission requires.\nBachelor’s degree in Intelligence Studies, International Affairs, Criminal Justice, or related field (or equivalent experience).\n3+ years of experience in collection management or closely related intelligence operations (DHS, DoD, IC, or law enforcement).\nDemonstrated experience building collection strategies/plans, issuing taskings, and coordinating with collectors and external agencies.\nProven ability to assess collection performance (MOPs/MOEs), identify gaps, and drive effective re-tasking.\nStrong written/oral communication skills and stakeholder engagement; ability to brief technical/non-technical audiences.\nDesired Qualifications:\nExperience supporting border security, TCOs, human smuggling, illicit finance, narcotics, CI/CT, or travel/trade targeting.\nFamiliarity with DHS/CBP intelligence production standards, PIRs/KIQs management, and enterprise tasking systems.\nExperience working with analysts, GEOINT teams, and data scientists to align collection with analytic workflows and data exploitation.\nKnowledge of structured analytic techniques and risk-based prioritization.\nLIS Solutions is an equal opportunity employer.
