The Gunnison/Hinsdale Combined Emergency Telephone Service Authority (GHCETSA) is creating a new Operations and Technical Manager position to support the growing operational and technology needs of the Gunnison Regional 911 Communications Center. Reporting to the Executive Director, this role oversees daily communications center operations while serving as a key administrator for mission-critical public safety technologies. The position blends leadership, staff supervision, and technical oversight to ensure reliable, effective, and secure 9-1-1 services for the region.This is a unique opportunity to help shape and define a new leadership role within the organization. EXAMPLE OF DUTIES
General Purpose: Under the direction of the Executive Director, the Operations and Technical Manager is responsible for overseeing daily Communications Center (GRCC) operations and technology functions at the Gunnison Regional 911 Communications Center. This position ensures effective and efficient 9-1-1 services by supervising staff, supporting the Executive Director, and serving as a high-level administrator for public safety technologies.Essential Duties and Responsibilities: Operations DutiesMust be able to function in the full capacity of an Emergency Communications Specialist and provide coverage in the center as needed.Plans, organizes, and manages dispatch operations of GRCC, directly or through dispatch supervisors, in accordance with established policies, procedures, and regulations.Provides direct supervision, coaching, and leadership to dispatch supervisors, including performance evaluations and corrective action when needed.Oversees scheduling and deployment of dispatchers, and ensures the quality and effectiveness of daily operations.Advises and makes recommendations to the Executive Director on center operations, staffing, equipment needs, policies, and performance standards.Assists in developing the annual budget and monitors expenditures as directed.Identifies training needs; develops training plans and works with the training supervisor to implement them.Assists Executive Director and Staff with urgent issues, dynamic events, or staffing. Assists Executive Director with coordinating hiring, promotion, and background investigation processes.Oversees CCIC/NCIC coordination and training; serves as backup TAC.Investigates and resolves received operational or citizen concerns and keeps the Executive Director updated.Assists the training supervisor with maintaining operational and training documentation.Assists Executive Director with coordinating special projects to improve efficiency and implement strategic goals.Serves as acting authority over the 911 Center in the absence of the Executive Director.·Oversee and assist with requested evidence recordings and dissemination to appropriate agencies. ·Assist with updating department social media and press releases.·Complete QA audits, written performance appraisals, and employee log entries, providing performance feedback as needed.Technical DutiesActs as in-house administrator for both hardware and software systems that support 9-1-1 operations.Manages and maintains databases and develops reports to support operations.Assists Executive Director in overseeing installation, configuration, maintenance, and troubleshooting of mission-critical systems such as CAD, NG911 systems, radio consoles, and logging recorders.Assists IT with administration and monitoring networks, servers, and cloud-based systems as directed. Assists with system security, backup, disaster recovery, and CJIS compliance.Documents technical processes and trains staff on new technologies.Supports GIS and mapping systems in coordination with County GIS staff.Responds to after-hours emergencies to restore system functionality if needed.Other Duties and Responsibilities: Other duties as assigned by the Executive DirectorJob QualificationsRequired Education and Experience: Minimum QualificationsMinimum of four (4) years of experience in public safety or emergency communications, with at least two (2) years of any supervisory or technical role, or equivalent combination of education and experienceNENA Emergency Number Professional (ENP) certification, or the ability to obtain within one (1) year of hire.Communications Center Certified Training Officer (CTO)Technical proficiency with computers, software, and standard office systems, with the ability to learn and manage specialized public safety technologies (CAD, NG911 systems, GIS mapping, radio consoles).Possession of or ability to obtain required CJIS security clearance.Ability to work non-standard hours (days, nights, weekends, holidays) and respond to after-hours needs.·Valid driver’s license with an acceptable driving record.Preferred QualificationsGraduation from an accredited college or university with an associate's or bachelor’s degree.Additional certifications from 911 and technical associations.Experience with NG911 systems, CAD/RMS, or other public safety technology projects.General knowledge of computer networks, systems administration, or databases.General experience with project management or technology-related projects.Basic familiarity with budgeting, grants, or financial tracking in a public safety setting.Understanding of CJIS requirements, cybersecurity basics, and data security.Experience working with multiple public safety agencies or regional partnerships.Maintains the integrity, professionalism, values, and goals of the Department by assuring that all rules and regulations are followed and that accountability and public trust are preserved. Necessary Knowledge, Skills, and Abilities: Knowledge of: ·Law enforcement, fire, EMS, and emergency management operations and their integration with a 9-1-1 communications center.·9-1-1 systems, NG911 technologies, and GHCETSA plans, ·CAD, RMS, GIS, mapping systems, and related NG911 software.·Computer networking, hardware, and software in a public safety environment.·Basic system backup, disaster recovery, cybersecurity, and CJIS requirements.·Principles of public administration, project management, and budgeting.·Local, state, and federal regulations governing public safety communications.Skill in: ·Supervising and mentoring staff in a 24/7 environment.·Acting as an in-house administrator for public safety hardware and software.·Assisting in installing, configuring, and troubleshooting CAD, 911 telephones, radio, and related NG911 systems.·Basic knowledge of networks, servers, and cloud platforms.·Communicating effectively, both verbally and in writing.·Organizing and prioritizing multiple projects and tasks.·Investigating and resolving operational and technical issues.Ability to: ·Direct, manage, and supervise employees while balancing technical and operational responsibilities.·Assume command-level responsibilities in the absence of the Executive Director.·Analyze policies, laws, and operational/technical data to recommend improvements.·Work effectively and calmly in high-stress and emergency situations.·Maintain compliance with legal, regulatory, and security standards.·Build and maintain strong working relationships with staff, agencies, vendors, and the public.·English Language Comprehension - Requires the ability to listen to, read, understand, and communicate in the English language so that others are able to understand. This must be done both orally and in writing, at the level appropriate for the position held.Working ConditionsWork Environment: The work is performed primarily indoors in a communications center setting. The noise level is generally moderate, consistent with a typical office environment, but can become loud during peak operations due to multiple radios, telephones, and background activity.
