MetaPhase is currently supporting the Federal Transit Administration (FTA) through the Strategic HQ Integration and Functional Transformation (SHIFT) initiative, an 18-month effort to assess and optimize FTA Headquarters organizational structures, functions, staffing, governance, and workload models.In support of this project, MPC is seeking a Workforce / Workload Analyst with five or more (5+) years of data analyst experience to support development of a data-driven workforce and workload model for FTA Headquarters. In this role, it is expected that the analyst evaluates FTA's legacy Power BI workload dashboard, refines office-level workload and Level of Effort models, develops mathematically justified staffing targets, and supports creation of a sustainable replacement workload modeling capability using an FTA/DOT-approved alternative technology.What You Will Be DoingEvaluate the existing Power BI workload dashboard, data structures, dependencies, calculations, and reporting metricsDocument office-by-office tasks and Work Breakdown StructuresAnalyze task-level Level of Effort assumptions and workload baselinesDevelop quantitative methods for translating workload into optimal staffing targetsConduct workforce and staffing trend analysisRealign workload models as organizational functions and personnel structures changeSupport evaluation and selection of an approved replacement technologyHelp develop, test, and validate the replacement workload modeling tool and dashboardSupport automated quarterly ingestion of CASTLE and Alpha Roster informationConduct data quality checks and validate model calculationsDevelop analytical documentation, data definitions, calculation logic, and user guidanceCreate visualizations and executive-ready workforce analysesSupport knowledge transfer and training so FTA personnel can independently maintain the solutionEnsure dashboard and electronic outputs support Section 508 requirementsWhat We Need From You (Required) Minimum of five or more (5+) years of data analyst experience, as required by the RFQDemonstrated experience performing workforce, workload, operational, or quantitative analysisExperience developing analytical models and translating data into business recommendationsStrong spreadsheet and quantitative modeling capabilitiesExperience with data visualization and dashboard developmentAbility to document data structures, calculations, assumptions, and methodologiesStrong analytical, problem-solving, communication, and presentation skillsExperience working with stakeholders to define analytical requirementsAbility to successfully fulfill FTA Public Trust suitability requirements Nice to Have (Desired) Federal government analytics experienceExperience with workforce planning or staffing modelsExperience with R/Shiny, Python/Dash, or Microsoft-native analytical utilitiesPython, R, SQL, or similar analytical programming experienceExperience migrating or replacing Power BI dashboardsExperience building automated data ingestion processesExperience with Section 508-compliant data visualizationExperience with CASTLE, Alpha Roster, or comparable federal workforce datasetsRequired ClearanceAbility to obtain and successfully fulfill FTA Public Trust/Suitability requirements; U.S. Citizenship preferred.
