Protection Analyst (Emergency Planner)  LinkedIn Twitter Email Message Share Category Operations Support Job Location Oahu, Hawaii Tracking Code TEA 4865 Position Type Full-Time/Regular CALIBRE Systems, Inc., an Employee-Owned Management Consulting and Digital Transformation company, is seeking a Protection Analyst (Emergency Planner) at Marine Forces Pacific, Camp Smith, Hawaii Tasks include: PROTECTION ANALYST (EMERGENCY MANAGER PLANNER) o Provide subject matter expertise for the development, update, and refinement of Emergency Management policy to enhance the protection of personnel, equipment, activities, and facilities at all levels and ensure operational readiness is maintained and preserved in an all-hazards environment. The contractor will provide comprehensive and effective defense crisis management capability, coordinated among components, to develop and execute options to prevent, mitigate, or respond to a crisis under all circumstances. DAILY TASKS o Provide oversight and advocacy for Emergency Management capability requirements for two Marine Expeditionary Forces (MEFs), and Marine Corps Installations Pacific (MCIPAC) Installations supporting U.S. Marine Corps, U.S. Navy and U.S. Army functional component requirements during competition and contingency planning and operations. o Serve as the MARFORPAC Staff SME for the oversight of the MARFORPAC Continuity of Operations (COOP) program. The contractor will serve as the MARFORPAC SME for USMC the synchronization of USMC requirements and capabilities in support of both USARPAC Defense Support to Civil Authorities (DSCA) plans and exercises, and Hawaii Emergency Management Agency planning activities. o Serve as the command System Administrator for the Mass Notification System (Ad Hoc) used within this HQTRS. (Deliverable: Ad Hoc System Administration) WEEKLY TASKS o Provide a report of the status of all tasks that have been assigned/performed outlining the Contractor’s progress and any issues related to outstanding tasks. (Deliverable: Weekly Task Status Update) o Provide subject matter expertise into Commanders planning activities via INDOPACOM, Service HQTRS, USARPAC, Host Nation, State, and Territory, meetings as assigned. o Identify and manage the broad range of emergency management concepts and functions as well as coordinate and integrate activities necessary to build, sustain, and improve the capability to prepare for, protect against, respond to, recover from, and mitigate against threatened or actual natural and man-made all-hazard incidents that threaten life, property, and operations. o Serve as the MARFORPAC Commander’s single SME for FMF and SE Emergency Management Operations. o Ensure coordination, synchronization, and integration of individual protection-related programs in support of MARFORPAC Emergency Management requirements. MONTHLY TASKS o Responsible for MARFORPAC Emergency Management planning, and coordination with appropriate agencies for response. o Provide subject matter expertise on Emergency Management Operations Center (EOC) operations in accordance with Host Nation, State, and Territory emergency response organizations. o Responsible for the provision of subject matter expertise into INDOPACOM and MARFORPAC, and Service policy. (Deliverable: Provide Policy) o Coordinate and integrate capabilities needed to build, sustain, and improve the ability of MARFORPAC Forces, and MCIPAC Installations to prepare for, protect against, respond to, recover from, and mitigate against hostile acts or natural hazards. (Deliverable: Provide Plans) o Support combatant Commander’s requirements and integrate EM capabilities to the extent permitted by the U.S. Department of State, Host Nation, CCDR, Joint, and service guidance. o Provide USMC Emergency Management manpower, training, and equipment analysis via the Institutional Readiness process in support of COMMARFORPAC’s Mission Essential task, OP-6. (Deliverable: Provide analysis and assessment) o Support Operational Planning Teams, and other work groups as requested/required. QUARTERLY TASKS o Coordinate MARFORPAC’s Emergency Management program issues requirements with INDOPACOM, HQMC, I MEF, III MEF, MCIPAC, and civilian authorities as appropriate. o Support service appropriate CCDRs and service HQTRS in developing, coordinating, integrating, and synchronizing guidance, policies, strategies, concepts, doctrine, orders, specific programs, and performance metrics related to cross-domain and cross-functional EM issues. o Serve as the MARFORPAC liaison to USARPAC for USMC Emergency Management and response capability requirements for Defense Support to Civil Authorities (DSCA) events and for both Crisis and Contingency events planning/execution. o Provide comprehensive exercise planning support to include development of Road to Crisis and Master Scenario Event List (MSEL) injects designed to test Emergency Management functions and program requirements. ANNUAL TASKS o Responsible for the provision and prioritization of emergency management response capabilities requirements into PACOM Integrated Priority List (IPL) as well as Service funding venues. o Monitor program funding and obligation during all stages of the funding process for all budget proposals that ensures budget requirements, comply with governance standards and relevant directives. ADHOC TASKS o Provide Emergency Management subject matter expert during exercise, rehearsal, and/or during crisis and/or contingency when COMMARFORPAC has OPCON of MCIPAC Installations. o Responsible for the provision of USMC Emergency Management capability subject matter input into MARFORPAC OPLAN/CONPLANs. (Deliverable: Provide EM input into OPLAN/CONPLANs) o Provide Emergency Management subject matter expertise into Risk Assessments necessary for protection operations. o Produce meeting minutes for meetings relevant to MARFORPAC plans and operations (Deliverable: Meeting Minutes). o Trip Reports. Performance Objective: Ensure the Government is informed about new developments that the Contractor observes while on official travel. (Deliverable: Trip Reports). Required Skills o U.S. Citizen o Successful completion of all the following courses from the Federal Emergency Management Agency; Emergency Management Institute: o IS-100.C: Introduction to the Incident Command System, o IS-120.C: Introduction to Exercises, o IS-200.C: Basic Incident Command System for Initial Response, o IS-230.D: Fundamentals of Emergency Management, o ICS-300: Intermediate Incident Command System for Expanding Incidents, o ICS-400: Advanced Incident Command System for Command & General Staff, o IS-700.B: Introduction to the Incident Management System, (NIMS), An Introduction, o IS-800.D: National Response Framework, An Introduction, o IS-2200: Basic Emergency Operations Center Functions. o At least one of the following: Certified Emergency Manager (CEM), offered by the International Association of Emergency Managers (IAEM), Associate Emergency Manager (AEM), also offered by the IAEM. o Possess a thorough knowledge of USMARFOR operations in relation to OPLANs/CONPLANS and exercise scenarios in the Pacific. o Minimum three years demonstrated knowledge of military doctrine, tactics, and command relationships at MAGTF or Joint /combined command level. o Must be able to travel.
