The position requires experience supporting complex construction activities in operational environments and coordinating with multiple stakeholders including contractors, project managers, and facility personnel.\nMinimum Qualifications\nThe Construction Manager shall possess:\nA degree from an accredited institution (such as a bachelor’s degree in construction management, engineering, architecture, or a related discipline); or\nDemonstrated work experience or specialized knowledge sufficient to compensate for the absence of a degree.\nA minimum of six (10) years of construction-related work experience may be substituted for formal education and will be evaluated for acceptability.\nCandidates must provide a detailed resume documenting relevant construction management experience, including projects of similar scale and complexity.\nExperience supporting healthcare construction projects and information technology (IT) infrastructure upgrades is highly desirable.\nRequired Experience and Knowledge\nThe CM shall possess a strong working knowledge of construction practices and project management principles and will assist in implementing project oversight activities including:\nQuality Assurance and Quality Control (QA/QC)\nConstruction safety oversight\nSchedule monitoring and time management\nCost monitoring and construction progress evaluations\nChange management and documentation control\nProject information management\nThe individual shall demonstrate familiarity with general contractor site operations, including coordination with subcontractors and managing construction activities within a structured project environment.\nConstruction Oversight Responsibilities\nThe CM will support construction monitoring activities by:\nConducting construction inspections to verify work quality and compliance with contract requirements.\nReviewing construction activities to ensure adherence to project drawings, specifications, and technical standards.\nIdentifying deficiencies or inconsistencies between construction work and contract documents and documenting corrective actions.\nSupporting construction progress evaluations and verifying acceptable work in place.\nThe CM must understand construction schedules and assist the Government in evaluating contractor performance relative to the baseline project schedule.\nProject Experience Requirements\nCandidates must demonstrate experience on at least three (3) completed construction projects of similar scale and complexity, where the individual held a comparable construction management or project oversight role.\nEHRM Construction Management Support\nThe CM will provide construction management support to the COR for the VA EHRM Infrastructure Program, assisting with project coordination and oversight of multidisciplinary construction activities supporting healthcare IT infrastructure modernization.\nWhen delegated by the COR, the CM may assist with managing project activities related to:\nTechnical quality oversight\nSchedule monitoring\nCost control\nContractor coordination\nProject documentation and reporting\nReporting and Documentation Responsibilities\nThe CM will maintain project documentation including:\nDaily construction progress reports\nInspection and quality assurance reports\nConstruction documentation and project records\nProgress tracking and status updates\nThe CM will also assist in coordinating inspection and quality assurance personnel to ensure effective monitoring of project activities and timely identification of potential issues.\nCommunication and Technical Skills\nThe candidate must possess strong communication, organizational, and computer skills, including the ability to utilize various software programs to:\nTrack construction progress\nMaintain project documentation\nCompile project data and reports\nSupport project coordination activities\nThe individual must demonstrate proficiency in applying construction industry knowledge and computer literacy to produce accurate work products and support effective project management.\nJob Type: Full-time\nPay: $100,000.00 -
