Professional Engineer
Job SummaryChloeta is hiring a Professional Engineer to provide technical engineering expertise in support of disaster recovery, hazard mitigation, and resilience projects funded by federal, state, tribal, and local agencies. This role supports recovery programs administered by the Federal Emergency Management Agency ensuring compliance with applicable regulations, engineering standards, and program requirements.Supervisory Responsibilities: NoJob Classification: 1099 Independent SubcontractorDuty Station: Chapel Hill, NCTravel: Up to 10%, Contingent upon business needsDuties/ResponsibilitiesEvaluates existing records, standard operating procedures, and development ordinances to determine CRS credits available to Town based on existing practicesProvides recommendations to Town staff to determine the most appropriate and economical procedures to implement to be eligible for additional CRS credits if needed for a more favorable CRS rankConducts engineering assessments of damaged infrastructure, facilities, and public assets following declared disastersProvides technical input for hazard mitigation and resilience measures, including code upgrades and mitigation opportunitiesReviews designs, plans, and specifications for compliance with federal, state, and local regulationsSupports field inspections, site visits, and damage validation efforts in disaster-impacted areasEnsures adherence to environmental, historic preservation, and floodplain management requirements as applicableRequired Skills/Abilities Knowledge of the Federal Emergency Management Agency (FEMA) Community Rating System (CRS) and CRS ManualAbility to analyze existing municipal practices and determine CRS credit eligibilityKnowledge of floodplain management, building codes, and hazard mitigation planningStrong verbal and written communication skills suitable for public-sector environmentsDemonstrated experience with disaster recovery, emergency management, or federally funded projectsStrong knowledge of engineering codes, standards, and best practices applicable to public infrastructureAbility to prepare clear, defensible technical documentation and reportsWillingness and ability to travel to disaster sites, sometimes on short noticeAbility to work independently in dynamic, high-pressure environmentsFamiliarity with FEMA policies, guidance, and eligibility requirementsEducation and Experience Required : Bachelor's degree in Civil Engineering, Environmental Engineering or closely relatedRequired: At least five (5) years of work experience in floodplain management, water resources, stormwater engineering or closely relatedPreferred: Professional Engineer (PE) license in North CarolinaPhysical Requirements Prolonged periods of sitting at a desk for report preparation and computer work.Routine use of standard office equipment such as computers, phones, and GPS/GIS equipmentTravel may be required to project sitesAbout ChloetaChloeta is a Native American owned enterprise providing a diverse range of engineering, scientific, and technical solutions to support military, energy, homeland security, emergency preparedness, and critical infrastructure requirements.
