{"schemaVersion":"jobsearcher.job.v1","id":"f6c60cb5bdf24a0675f5a142","url":"https://jobsearcher.com/jobs/f6c60cb5bdf24a0675f5a142","canonicalUrl":"https://jobsearcher.com/jobs/f6c60cb5bdf24a0675f5a142","title":"Budget Analysis Support","description":"Budget Analysis Support\nWashington, DC\nResponsibilities\nProvide analysis in support of OUSD(A&S) budget administration and financial management of assigned Programs, Projects, and Program Elements (PEs), including studies.\n\nSupport all phases of Planning, Programming, Budgeting and Execution Government (PPBE) activities for assigned programs, projects, and PEs\n\nProvide support using Government information technology (IT) systems for all phases of PPBE and provide analytical support using the information and data contained in the government IT systems for OUSD(A&S) staff and leadership\n\nSupport the annual Department Program Review process, analyzing Service and Defense Agencies Program Objective Memorandum (POM), Program Budget Review (PBR) and President's Budget (PB) submissions for assigned programs, projects, and PEs.\n\nReview and analyze Defense appropriation and authorization documents to support quick reaction responses to programmatic and fiscal changes\n\nAssist in the preparation, review, consolidation and coordination of issue papers based on Defense guidance for OUSD(A&S) staff and leadership\n\nProvide inputs for A&S position on reports and studies which highlight budget irregularities or potential program issues\n\nSupport POM issue team meetings, issue development, drafting of documents, recommendations, position papers, white papers and comments related to the PBR process\n\nAssist in the development of budget submissions to include Operations and Maintenance Documents [O-Docs], Research Development, Test and Evaluation Documents [R-Docs], and Procurement Documents [P-Docs]\n\nGenerate, coordinate and consolidate comments and findings for OUSD(A&S) staff and leadership\n\nSupport budget development and execution for assigned PEs.\n\nPlan, schedule, and coordinate the timing, sequence of all actions and analysis required to integrate programs, projects, and PEs within the assigned portfolios during all phases of the budget process\n\nPrepare funding document approval requests utilizing automated Government Financial Management Systems\n\nAssemble all contract, program and cost estimate information and enter requisite information into the automated government systems to enable fund document approval\n\nCommunicate with Washington Headquarters Services (WHS) financial personnel to resolve any questions and issues necessary to achieve certification and approval of fund documents\n\nPrepare detailed and summary monthly reports of all fund documents developed and approved by WHS by PE\n\nAssist in the coordination and tracking of studies\n\nTrack and report the funds execution of assigned programs, projects, and PEs, including sub-allocations, commitments, obligations, and expenditures.\n\nTrack and report progress towards meeting OUSD(Comptroller) funds execution benchmarks.\n\nInput and maintain entries to Governmental financial systems\n\nAssist in tabulation, graphical plotting and other visual presentations of data and analytic results\n\nMaintain proficiency and understanding of current fiscal and appropriations conventions and law\n\nContinually communicate with appropriate government personnel to identify program issues impacting budget execution\n\nPrepare for and support formal program financial reviews per fiscal year\n\nSupport the annual collection and reporting of RDT&E funds execution data for the annual National Science Foundation survey\n\nRequired Qualifications\n\nBachelor's degree from an accredited college or university\n\nActive Security clearance\n\n5+ years of federal or defense financial management and budget experience\n\nDoD/OSD or Military Department PPBE experience\n\nExperience with DAI (OBIEE, Hyperion), WAWF, G-Invoicing, and DAR-Q\n\nStrong analytical and problem‑solving skills\n\nExcellent English oral and written communication skills\n\nDAU certification appropriate to functional area\n\nIPTA is an Equal Opportunity Employer.
