This role requires a deep understanding of NIH’s IT infrastructure and strategic goals, coupled with strong leadership in program and project management, particularly in a federal government setting.\nResponsibilities:\nLead and manage the ITSSS program, serving as the primary point of contact for NIH’s Office of the Chief Information Officer (OCIO). Oversee the overall performance, development, and implementation of assigned projects, ensuring alignment with NIH’s strategic objectives.\nDevelop and execute comprehensive project plans that include scope definition, work plans, schedules, project estimates, resource plans, and status reports. Ensure projects are completed on time, within budget, and to NIH’s quality standards.\nAct as the primary liaison between NIH OCIO, end users, IT services, and client services. Facilitate clear communication, manage expectations, and address concerns to ensure project success.\nImplement robust quality assurance processes. Foster a collaborative environment that encourages innovation and continuous improvement.\nQualifications:\nMasters of Business Administration (MBA) in IT Management or Program/Project Management or equivalent advanced degree is required.\nMinimum of 8 years of experience in IT program management, with a strong focus on federal government contracts and complex IT environments.\n5+ years of experience leading large-scale IT programs at NIH or similar federal health agencies.\nFormal training in program and project management, specifically within a federal government context, is preferred.\nPMP (Project Management Professional) certification is mandatory.\nPgMP (Program Management Professional) certification is highly preferred.\nITIL (Information Technology Infrastructure Library) certification is preferred for aligning IT services with business needs.\nStrong background and understanding of FEAF and TOGAF framework.\nStrong understanding with TBM, CPIC, EPLC, OMB, GAO, NIH, and HHS compliance.\nAgile Certification (e.g., Certified ScrumMaster or PMI-ACP) is preferred for managing projects using Agile methodologies.\nProven experience in managing programs that include software development, IT infrastructure modernization, cybersecurity, and cloud-based solutions.\nIn-depth knowledge of NIH’s IT infrastructure, systems, and strategic initiatives.\nFamiliarity with federal IT compliance requirements, including FISMA, NIST 800-53, Section 508, and OWASP API.\nProficiency in project management tools (e.g., MS Project, JIRA, Confluence) and methodologies (e.g., Agile, Waterfall).\nDemonstrated ability to lead cross-functional teams in a complex federal IT environment.\nExperience in developing and executing strategic IT initiatives that align with NIH’s mission.\nStrong track record of mentoring and developing high-performing teams.\nExpertise in NIH’s Digital Strategy and experience with NIH OCIO policies and procedures.\nUnderstanding of ServiceNow, NIH Login with MFA, NED integration, and other NIH-specific IT systems.\nSuccessful delivery of IT projects within NIH or similar agencies, demonstrating measurable improvements in efficiency, security, and user satisfaction.\nExperience in navigating and managing the complexities of federal government contracting, particularly within health-focused agencies.\nDeep familiarity with NIH OCIO’s strategic objectives, IT systems, and operational environment.\nAdditional certifications such as TOGAF, CISSP, or CISM are preferred for candidates leading cybersecurity or enterprise architecture projects.\nThis role offers a unique opportunity to lead high-impact IT projects that support NIH’s mission to advance biomedical research and healthcare.
