Our team in the island of territory of Guam is looking for a Lead Technician to assist in construction inspection and construction management for our multiple projects. Assignments may include multi-disciplinary building projects, utility projects, as well as coastal, environmental, and other work throughout the region.\n\nYou will perform inspection and oversee construction and maintenance of building structures, and facilities, such as roads, airports, bridges, harbors, channels, irrigation projects, pipelines, power plants, and water and sewage systems.\n\nIn the problem solving business, it helps to be restlessly curious to deliver community change. .\n\nMUST BE US CITIZEN DUE TO FEDERAL WORK\n\nResponsibilities will include:\n\nOverseeing construction contractor’s compliance with all requirements of project design specifications and drawings\nPerform daily field inspections to monitor contractor (KTR) work activities, production progress, and compliance with project requirements.\nIdentify, document, and communicate quality assurance (QA) deficiencies, including detailed descriptions of observed issues, actions taken, and contractor corrective measures.\nMaintain a regular field presence, spending a minimum of 3 hours per day conducting site observations, inspections, and verification of construction activities.\nMaintaining document control including processing all project correspondence, documents, and drawings; preparation of various technical reports.\nConduct Quality Assurance (QA) of a construction contractor’s Quality Control (QC) program\nAttend and witness critical construction inspections, testing activities, and project milestones as required to support effective quality oversight and assist in preparing reports of findings.\nMonitoring compliance with construction environmental protection requirements\nProcessing construction contractor pay estimates; make appropriate recommendations to client on payment issues\nPrepare and submit daily field reports documenting work performed, contractor progress, deficiencies observed, safety concerns, discussions held, and corrective actions implemented. Providing appropriate responses and/or recommendations on construction issues; consult with engineering staff on technical matters.\nReview contractor Daily Production Reports, Quality Control Reports, and Safety Reports in eCMS, providing timely comments and observations to maintain accurate project records.\nParticipate in preparatory meetings, initial phase meetings, and other quality-related meetings as necessary, documenting observations and comments within eCMS.\nAttend weekly project progress meetings and contribute technical observations, inspection findings, and project status updates. Prepare written notes documenting key action items in these weekly progress meetings.\nParticipate in coordination or issue-resolution meetings where inspector input is required and document significant discussions and outcomes in daily reports.\nMaintain accurate, objective, and defensible project documentation to support contract administration, quality assurance, and construction management activities.\nCoordinate with the Construction Manager, Government staff, contractor representatives, and project stakeholders to facilitate communication and resolution of field issues.\nAssisting with the review and negotiation of Change Orders on behalf of the client and coordinating with the Design Engineer, as required\nReviewing and responding to contractor Requests for Information (RFIs), coordinating RFIs with design engineers, and developing submittal review/analysis with recommendations\nConducting and coordinating project closeout activities\nAssisting in coordinating equipment and process startup, testing, and optimization\nContribute toward maintaining project requirements for safety, quality, productivity to ensure they are maintained throughout the duration of the project\n\nAdditional Responsibilities\n\nExternal Communications: Help others get the most out of external communications systems by offering support and advice.\nHealth, Safety, and Environment: Follow the organization's health, safety, and environment (HSE) policies, procedures, and mandatory instructions to identify and mitigate environmental risks and risks to the well-being of self and others in the workplace; instruct the team in safe working methods; identify instances of risky behaviors within the team and take appropriate action, escalating serious issues as appropriate.\nOrganizational Capability Building: Provide coaching to jr. team members to develop their skills.\nOperational Compliance: Identify, within the team, instances of noncompliance with the organization's policies and procedures and/or relevant regulatory codes and codes of conduct, reporting these instances and escalating issues as appropriate.\nClient & Customer Management (External): Help senior colleagues manage client and customer relationships by using relevant sales or client systems.\n\nEducation:\n\nHighschool Diploma\n\nQualifications:\n\nMinimum of ten (10) years of construction inspection, construction management, or quality assurance experience on civil, site development, water/wastewater, building, industrial, or related infrastructure projects.\nDemonstrated experience performing field inspections, documenting construction activities, identifying deficiencies, and verifying corrective actions.\nCurrent NAVFAC and/or USACE Construction Quality Management (CQM) for Contractors certification required.\nProficient in preparing daily inspection reports, reviewing contractor quality control documentation, and maintaining accurate project records.\nExperience utilizing electronic construction management systems (eCMS or similar) preferred.\nStrong verbal and written communication skills with the ability to coordinate effectively with contractors, government personnel, and project stakeholders.\nAbility to work independently in a field environment and prioritize multiple assignments.\n\nMust be a U.S. Citizen.\n\nValid driver's license and ability to access active construction sites required.\n\nThe Ideal candidate would have the following skills:\n\nFamiliarity with and ability to read and interpret contract plans and specifications, construction schedules, and cost estimates.\nProficiency in general engineering and construction principals, including buildings, sites and utilities, building systems, land surveying, material science, and geotechnical/geology.\nProficiency in Microsoft Office, Microsoft Project, Microsoft Powerpoint and ability to use or learn construction management software applications such as Procore.\nProficiency in Blueabeam and Adobe pdf editor.\nBasic competency in the use of AutoCAD Civil 3D is desired but not required\nStrong proficiency in written and oral communication in English\nAbility to work independently and as either a member or a leader of a team\nDedication, enthusiasm, and high ethical standards\n\nAs a multicultural organization, we encourage individual achievement and recognize the strength of a diverse workforce.
