This role will lead a team through delivery of agile software development services to support GSA’s federal aquisition workforce, helping develop a unified, web-based platform designed to modernize and streamline Governmentwide Indefinite Delivery Vehicle (IDV) contracting.\n\nThe PM will oversee program execution supporting acquisitions and suppliers by enabling efficient pre-award, award, and post-award lifecycle management. Headquartered in Tysons, Virginia, LMI is committed to delivering impactful results that strengthen missions and drive lasting value.\nResponsibilities:\nProgram Leadership & Oversight\nServe as the primary POC for the BPA and all associated task orders\nAssign tasks to LMI personnel and supervise ongoing technical and programmatic efforts\nManage overall contract performance to ensure compliance with all GSA requirements\nExercise decision-making authority on behalf of LMI in response to Government issues, concerns, and comments\nProactively identify and communicate potential contractual, programmatic, or resource risks\n\nAgile Delivery & Technical Oversight\nLead implementation and scaling of Agile practices across multiple cross-functional software development teams\nOversee project scoping, design, and assessment activities aligned to GSA modernization goals\nEnsure delivery of a modular, scalable architecture enabling independent service deployment and API integration\nSupport development of automation capabilities to reduce manual data entry and eliminate redundant systems\nGuide incorporation of emerging technologies, including agentic AI, into acquisition lifecycle workflows\nEnsure solutions are adaptable to evolving federal regulations, acquisition policies, and business requirements\n\nFinancial & Contract Management\nManage overall contract funding, tracking, and execution of funds\nOversee invoicing processes and ensure timely, accurate submission of financial documentation\nProvide financial reporting, including burn rate analysis, expenditure tracking, and financial risk management reports\nEnsure projects are delivered on schedule and within approved budgets\n\nStakeholder Engagement\nCollaborate closely with GSA leadership, contracting officers, acquisition professionals, and technical teams\nProvide clear status reporting, executive briefings, and risk assessments\nFoster a culture of transparency, accountability, and continuous improvement\nQualifications:\nRequired Qualifications\nMinimum of six (6) years of experience managing programs or projects similar in scope and complexity to GSA’s requirements\nDemonstrated experience delivering complex IT or software development programs within a federal environment\nProven success implementing and scaling Agile methodologies across multiple teams\nDemonstrated ability to manage program financials, including funding execution, burn rates, and financial risk reporting\nActive certification in at least one of the following:\nProject Management Professional (PMP)® (PMI)\nProgram Management Professional (PgMP)® (PMI)\n\nDesired Qualifications\nMaster’s degree from an accredited college or university in a field related to program management, information systems, business, public administration, or a related discipline\nExperience supporting GSA or other federal acquisition modernization initiatives\nFamiliarity with Governmentwide IDV contracting, acquisition lifecycle systems, or procurement automation tools\nExperience integrating AI-enabled capabilities into enterprise software platforms\nStrong executive-level communication and stakeholder management skills\nStrategic thinker with the ability to align technical delivery to mission outcomes\nStrong financial acumen and contractual oversight experience\nExperience leading distributed, multidisciplinary technical teams\nAbility to operate in dynamic federal environments with evolving regulatory and policy requirements\nHigh degree of accountability, professionalism, and responsiveness\n\nThe target salary range for this position is $134,267-$232,404.\n\nThe salary range displayed represents the typical salary range for this position and is not a guarantee of compensation. Individual salaries are determined by various factors including, but not limited to location, internal equity, business considerations, client contract requirements, and candidate qualifications, such as education, experience, skills, and security clearances.\nApplicants must meet eligibility requirements for a U.S. Government security clearance.
