City Engineer

The City of Saco is seeking a City Engineer to assist with civil engineering design, review, planning, and project administration. The primary areas of focus relate to the construction, maintenance and inspection of roads, sanitary sewer and storm drainage improvements. Areas of assistance to other City departments include traffic controls, solid waste, stormwater management compliance, subdivision/site plan review and inspection. P.E. required for this position. ESSENTIAL DUTIES & RESPONSIBILITIES Prepares engineering designs, specifications, schedules, costs and quantity estimates of municipal public works projects. Coordinates project development with funding agencies and ensures compliance with grant requirements and timelines. Performs a variety of land use tasks: including deed descriptions, researching land records at Registry of Deeds and City records, reviewing deeds for content and deficiencies, advises Public Works and other City officials (including City Solicitor) on land surveying and right of way issues, plot deed descriptions, boundaries and right of ways, and maintains road right of way records. Interprets applicable ordinances/regulations and confers with independent engineering consultants regarding site plan review services and offers written technical engineering advice to appropriate boards and City departments, when required. Interprets and implements the subdivision/site plan review ordinances pertaining to public improvements and reports deficiencies to appropriate boards and City departments. Attends meetings and seminars regarding current and proposed regulations pertaining to engineering standards and environmental compliance. Acts as office design engineer on assigned projects, performs studies, engineering reviews, investigations, designs, preparation of design plans and specifications, contract administration, reviews and approves contractors’ bills for payments, and authorizes deviations where appropriate. Evaluates, purchases, and implements use of specialized software for design, maintenance, or inventory of public works infrastructure (traffic signals, storm drains, streetlights, etc.). Creates and maintains computer databases of road layouts, field surveys, reference maps, and GIS data sets of citywide infrastructure. Supervises and conducts the issuing of and inspection of Street Opening Permits and performs construction inspections including roads, sanitary sewers, stormwater facilities. Provides public education in areas of stormwater management, permitting, construction standards and applicable regulations. Coordinates all site inspections and reporting requirements for landfill post closure plan, including supervision of well monitoring program and leachate collection and treatment system. Maintain current knowledge of trends and developments in the civil engineering field, and facilities application of such to department policy and procedure upon approval. Interacts with State and Federal regulatory agencies, other municipalities, and outside consultants as required by specific projects or assignments. Supervising Public Works personnel may be required. Ability to maintain positive interaction and foster good working relationship required. May assume responsibilities and duties of the Director as directed.
