This position will be on-site.\n\nThe DevOps Engineer (specifically Jira Platform Engineer) will serve as the technical owner of\nour Jira SaaS in government cloud, and is responsible for administering, configuring, and\nintegrating the application within our enterprise technology ecosystem. This position plays a\npivotal role in consolidating our collaborative planning tools—transitioning from Azure DevOps\n(on-prem) and GitLab (on-prem) to Jira—while enabling and scaling Agile practices across the\norganization.\nThe ideal candidate is both technically proficient and strategically minded, with a strong\nunderstanding of Agile methodologies, DevSecOps workflows, and enterprise system\nintegration.\nAdminister, configure, and optimize Jira SaaS to meet enterprise project management and\nAgile delivery needs.\nDesign and maintain custom workflows, issue types, screens, fields, and automation rules\naligned with organizational Agile frameworks and guidelines.\nManage user permissions, group roles, and security schemes to ensure governance and\ncompliance.\nMonitor Jira license utilization, user growth, and application usage to ensure efficient use\nof subscriptions.\nCollaborate with procurement teams to support renewal, optimization, and budget\ndecisions.\nDesign, implement, and maintain seamless integrations between Jira with other enterprise\nsystems, such as GitLab (source control & CI/CD), and ServiceNow (ITSM), using\nOkta,REST APIs, webhooks, middleware, and scripting.\nAutomate data synchronization across platforms to support traceability from planning to\nrelease.\nTroubleshoot and optimize integration pipelines to ensure performance, security, and\nscalability.\nPartner with infrastructure and cybersecurity teams to align integrations with enterprise\nsecurity and compliance standards.\nDevelop and maintain technical documentation, standards, and best practices.\nPartner with the Agile Transformation Office to translate Agile practices into effective\nJira configurations and usage patterns.\nProvide technical guidance and mentoring to Scrum Masters, Product Owners, and teams\non best-practice tool utilization.\nSupport reporting and analytics initiatives, ensuring reliable Agile metrics (velocity,\nburndown, cycle time, etc.).\nSupport and enable teams transition from Azure DevOps Boards, Gitlab, Jira (hosted) to\nJIRA SaaS.\nQualifications:\nKnowledge/Skill Requirements\n\nBachelor’s degree in Computer Science, Information Systems, or a related field (or\nequivalent experience).\n\n3+ years of hands-on experience administering and/or engineering Jira (Self-hosting or\nSaaS).\nProven, hands-on experience developing custom integrations with enterprise platforms,\nespecially GitLab and ServiceNow.\n\nProficiency in scripting (Python, PowerShell, or JavaScript) and REST API integration.\nStrong understanding of Agile methodologies (Scrum, Kanban, SAFe) and DevSecOps\nprinciples.\n\nExperience in enterprise migrations from Azure DevOps or similar tools to Jira.\n\nPreferred\n\nFamiliarity with Atlassian ecosystem (Confluence, Bitbucket, Atlassian Government\nCloud) and marketplace apps.\n\nExperience working in a DevSecOps or Platform Engineering environment.\nExperience with information security, privacy, and risk assessment standards including\nFISMA, SOX, FedRAMP, etc. is preferred.\n\nFederal government experience is preferred.\nAtlassian Certified Professional (ACP-620, ACP-120, or equivalent) preferred.\n\nThe Contractor shall deliver, but not limited to, the following:\n\nAdministering, configuring, and integrating the Jira SaaS for government cloud within\nour enterprise technology ecosystem.\n\nConsolidating our collaborative planning tools—transitioning from Azure DevOps\n(onprem) and GitLab (on-prem) to Jira Atlassian Government Cloud (AGC) SaaS for\ngovernment.\n\nBuilding robust, automated, and secure integrations between Jira SaaS for government\nand core enterprise systems (e.g. ServiceNow, GitLab), enabling end-to-end visibility\nacross planning, development and operations\n\nEssential Requirements:\nUS Citizenship is required.\n\nIn compliance with Colorado’s Equal Pay for Equal Work Act, the annual base salary range for this position is listed .
