(Military Veterans are highly encouraged to apply) Role OverviewBDR is seeking a Technical Project Manager to directly oversee a Supply Chain Information Technology project at the Department of Veteran Affairs and lead the execution of critical logistical management activities. VA is seeking individuals with a high level of experience in technical project management with foundational Agile and/or Kanban knowledge. The Technical Project Manager will report to and assist VA senior management with adherence to VA process, risk management, data governance and stewardship rules, resource allocation, and deliverable schedules.Responsibilities Displays some knowledge of Logistics, Program and Supply Chain Management Concepts, Practices, Tools, and Operations including Acquisition, Purchasing, Material, Inventory, Asset and Lifecycle Management. Has efficient knowledge of data, datasets, systems, applications, and technologies used to support decision-making processes within VA/VHA Supply Chain. Controls and manages project milestones and budgets from planning through continuing permanent operations. Measures and monitors performance to ensure commitments of all parties are being maintained. Analyzes project progress measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost. Based on performance trends and spend analysis, ensures proper resolution of issues raised. Reconciles sponsor, customer, and/or vendor concerns, ensuring that all participating parties are informed of project progress, issues and impacts. Provides analysis for reviews and approval, within authorities provided, project cost and schedule changes; provides status reports on projects assigned (progress, issues and trends) to the Supply Chain Data & Informatics Office (SCDIO). Responds to customer's requests with accurate information aligned with VHA policies and directives, as well as SCDIO program and technical documents within a week. Communicates with Stakeholders, Program Manager, and Deputy Program Manager on a regular or as-needed basis (phone, email, voice mail, etc.) Through effective communications, builds and maintains effective partnerships and mutually supportive relations with all VA stakeholders, VHA and SCDIO staff. Communicates and addresses issues, questions, and concerns clearly, concisely and professionally in a timely manner. Acts promptly and effectively to identify and resolve problems that threaten project analysis and/or progress, elevating problems or issues, accompanied by succinct yet thorough background information and recommended courses of action, whenever necessary. Implements developed program/project plans by defining short-term objectives, tactics, and priorities; scheduling, sequencing, and completing projects tasks, then monitoring progress and making sure that they are successfully completed; and establishing efficiency and effectiveness standards and guidelines. Recommend development of new plans and adjustments in schedules that lead or follow change in project priority or direction. Conducts deep-dive analysis on assigned area of focus and compiles data in a presentation format suitable for SCDIO and/or VHA leadership. Produce data products (e.g. Excel document, PowerPoint) to leadership in response to external or internal data requests. Responsible for identifying errors/needs, inconsistent/incomplete data, recommending solutions and resolving process obstacles to ensure successful resolution and completion of assigned work requests. Required Minimum Qualifications A Bachelor's Degree in Computer Science, Information Systems, Engineering Business, or relative technical discipline OR technical certification in relative technology functional area or subject can be substituted for degree in specific technology (5 years of additional relevant experience may be substituted for education; total 10 yrs. of relevant experience without the degree). US Citizenship and Public Trust clearance is required. PMP Certification ideal but not required. Agile Practice Certification (e.g., SAFe) ideal but not required. Experience in the use of Jira or other Agile reporting and development tools. Excellent verbal and written communication skills, including the ability to communicate with brevity and clarity. Federal employment or consulting experience. Experience working in a consulting environment and understanding of client/customer relations. Required Technical/Business Tools: Jira, GitHub, or comparable DevOps tools Microsoft (MS) Office Suite, i.e., Word/Excel/PowerPoint/Outlook/Teams/Planner/Project MS SharePoint, including basic administration and configurationDesired Skills And Qualifications Experience working as a contractor or an employee for the Department of Veterans Affairs (VA) Knowledge of end-to-end systems, particularly with excellent industry knowledge and expertise (compensation & pension) Ability to work under pressure, coordinate multiple assignments at once, and meet deadlines, while maintaining a positive attitude and providing exemplary customer service High attention to detail Strong problem-solving and analytical skillsIn addition, U.S Citizenship is required.
