Assistant Chief Administrative Officer

Assistant Chief Administrative OfficerReporting to the Chief Administrative Officer (CAO), the Assistant CAO supports the effective administration of municipal operations, including human resources, procurement, financial coordination, and governance. This role provides leadership across multiple functions, supports strategic initiatives, and acts on behalf of the CAO as required.Key ResponsibilitiesMunicipal Administration & LeadershipSupport overall coordination of municipal services and operationsAssist in implementing Council priorities and strategic initiativesAct as a liaison between Council, administration, staff, and the publicRepresent the Town with external stakeholders and agenciesAct in the capacity of the CAO when requiredHuman Resources & Organizational SupportLead recruitment, onboarding, and employee relations activitiesSupport development and implementation of HR policies and proceduresProvide guidance on performance management, attendance, and workplace issuesSupport labour relations and collective bargaining processesOversee compensation, benefits, and personnel recordsProcurement & Contract ManagementOversee procurement activities in alignment with municipal policiesNegotiate contracts and agreements for goods and servicesProvide recommendations on procurement decisionsSupport staff training and compliance with procurement practicesFinancial & Operational SupportAssist with budget development and financial planningSupport resource allocation and operational executionEnsure compliance with applicable legislation, policies, and proceduresCollaborate with department leaders on operational planningGovernance & Strategic InitiativesSupport short- and long-term strategic planningPrepare reports and recommendations for CouncilEnsure proper management of municipal recordsContribute to continuous improvement initiatives and special projectsQualifications & CompetenciesGrade 12 diploma; post-secondary education in public administration, business, finance, or a related field preferredCompletion of all 5 Local Government Authority (LGA) classes3–5 years of progressive leadership experience, preferably in a municipal or public sector environmentStrong understanding of municipal operations, governance, and legislationExperience in HR, labour relations, and procurementDemonstrated ability to manage competing priorities and complex projectsStrong leadership, judgment, and problem-solving skillsExcellent communication and relationship-building abilitiesHigh level of discretion and confidentialityProficiency in Microsoft OfficeValid Class 5 Driver's LicencePO.
