This position conducts legal and procedural evaluations related to jurisdiction, timeliness, complaint sufficiency, and case disposition in support of high-volume OCR case processing operations. The role is responsible for drafting legally sound work products, including evaluation memoranda, dismissal and notification letters, and related case documentation, while ensuring adherence to federal civil rights authorities, OCR policies and procedures, and applicable federal information security requirements.\n\nEssential Duties and Responsibilities\n\nReview and assess incoming complaints submitted to the Office for Civil Rights to determine\neligibility for processing under established OCR procedures and the OCR Case Processing Manual\n(CPM).\n\nConduct legal and jurisdictional analyses under applicable federal civil rights authorities,\nincluding Title VI, Title IX, Section 504, the ADA, and the Age Discrimination Act.\n\nEvaluate complaint sufficiency, timeliness, waiver considerations, factual support, and legal\nmerit in accordance with OCR standards and procedures.\n\nRecommend and support appropriate OCR case dispositions, including dismissal, referral, rapid\nresolution, or initiation of investigative activity.\n\nMaintain accurate, complete, and well-organized case files and supporting documentation\nconsistent with OCR requirements and federal recordkeeping standards.\n\nUtilize OCR Case Management System (CMS) and Document Management (DM) platforms to\ndocument, track, and manage case activity throughout the evaluation process.\n\nCoordinate with complainants and other relevant parties to obtain clarifications, supporting\ndocumentation, and additional information necessary for OCR case evaluation.\n\nSupport rapid resolution efforts and other evaluation-stage activities in accordance with OCR\npolicies, timelines, and operational procedures.\n\nEnsure compliance with applicable federal privacy, records management, accessibility, and\ninformation security requirements, including the Privacy Act, FOIA, FERPA, and Section 508.\n\nSupport OCR quality assurance initiatives by ensuring written work products meet standards for\nlegal sufficiency, technical accuracy, consistency, clarity, and timeliness.\n\nManage multiple concurrent assignments and deadlines within a high-volume OCR case\nprocessing environment.\n\nPerform additional duties and responsibilities as assigned in support of OCR operations and\nmission requirements.\n\nKnowledge and Critical Skills\n\nStrong legal analytical and problem-solving skills.\nKnowledge of federal civil rights statutes and regulatory frameworks.\nExcellent legal writing, research, and technical documentation capabilities.\nAbility to manage high-volume caseloads with competing priorities and strict timelines.\nWork effectively within structured workflows and standardized procedures.\nEffective written and verbal communication skills.\nAbility to maintain confidentiality and appropriately handle sensitive information.\nProficiency with Microsoft Office applications and electronic case/document\nmanagement systems.\n\nEducation & Work Experience\n\nJuris Doctor (J.D.) from an accredited law school.\nActive bar membership in any U.S. jurisdiction.\nMinimum of 4+ years of relevant legal experience.\nExperience with civil rights law, administrative law, investigations, compliance review, or\nregulatory processes preferred.\n\nPrior experience supporting federal civil rights enforcement activities or education related legal matters preferred.\n\nCertifications, Licenses\n\nActive bar membership required.\nSpecial Requirements\n\nAbility to obtain and maintain Public Trust level clearance.\n\nWork Environment\nEmployee will be working indoors in an office environment with other people. Potential moderate\ntemperature fluctuations. Typical indoor and computer related noise level, and typical office, paper, and equipment related dust.
