The incumbent must be self motivated and be able to perform duties many times with minimal supervision and also be able to interpret unforeseen conditions as they may arise. The incumbent will participate in appropriate DOTD structured training programs as appropriate and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks.\nServes as an assistant to the Assistant District Administrator of Engineering, and in his absences and may assume some of his duties.\nMinimum Qualifications\nPossession of a current Louisiana license to practice professional engineering plus one of the following:\n\nTwo years of licensed engineering experience; or\n\nSix years of professional engineering experience.\n\nEXPERIENCE SUBSTITUTIONS:\nA master's degree in engineering will substitute for one year of professional engineering experience.\n\nA doctorate degree in engineering will substitute for two years of professional engineering experience.\n\nAdvanced degrees will substitute for a maximum of two years of professional engineering experience.\n\nThere is no substitution for licensed engineering experience.\n\nNOTES:\nEngineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.\n\nEngineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.\n\nApplications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. Prioritizes and assigns work to subordinates to ensure timely completion of projects. Participates in pre-design, plan-in-hand, joint plan review, final plan review and post construction meetings. Reviews plans at various stages of completion such as preliminary plans, final plans, etc., as well all reports, design exception/waivers, and checklists for conformity to established department and FHWA policies, appropriateness of design approach, clarity and accuracy. Responds to inquiries by subordinate engineers and design technicians concerning design issues. Makes final decisions involving design approach, plan details and application of design policies.\n\nReviews and approves documents including payroll, equipment reports, travel authorizations, expense accounts, etc. Approves expenditures and assists in budget development. Establishes internal policies and procedures for the design section in accordance with department policies and procedures, ensures that safety policies and procedures are observed. Assigns work; approves work schedules and leave; evaluates performance; recommends personnel actions such as hiring, promotions, merit increases, disciplinary actions, etc.\n\nManages the district's pavement management/highway priority program. Analyzes pavement management data for the district's highway system, establishes evaluation criteria and makes recommendations to the Assistant District Administrator of Engineering for the selection of pavement preservation (overlay, reseal, PCC rehab, etc.), interstate maintenance, safety program and other projects to be added to the highway program. Compiles original cost estimates for projects to be added to the highway program.\n\nCommunicates through meetings, telephone, e-mail and other correspondence with other districts and sections, FHWA personnel, consultants, contractors, legislators, governmental officials, and the general public in response to inquiries and concerns related to project design issues for both in-house and consultant designed projects. Schedules, plans, and conducts meetings to present proposed project designs to the public or other entities.
