The role requires discretion, independent judgment, strong communication skills, and quantitative and qualitative data analysis to assess policy impacts and support evidence‑based decision‑making across policy, legislative, and data functions.\n\nPosition Duties\n\nUndertakes policy, quantitative, and qualitative data analyses to assess impacts on Maryland state and federal human services laws and regulations.\n\nDrafts, reviews, and revises policy documents, regulations, and legislative proposals in support of DHS programs.\n\nProvides technical assistance on policy interpretation and implementation to internal and external stakeholders.\n\nMonitors Maryland and federal legislative and policy changes affecting DHS programs and budget.\n\nCoordinates with Department legislative, policy, and data teams to ensure compliance with state and federal requirements.\n\nPrepares memoranda and position papers related to human services.\n\nTranslates complex concepts into accessible policy recommendations for a broad range of stakeholders.\n\nSupports grant applications and grants management by aligning policy initiatives with funding opportunities.\n\nServes as a liaison between the Policy Unit and other state agencies, federal partners, advocacy organizations, and local service providers.\n\nParticipates in policy workgroups, task forces, and interagency committees.\n\nLeads or supports special projects related to policy development and implementation.\n\nManages timelines, deliverables, and stakeholder engagement for policy‑related projects.\n\nUtilizes performance metrics to guide policy decisions and measure project and initiative outcomes.\n\nMinimum Qualifications\n\nGraduate degree from an accredited institution or equivalent work experience in public policy, public administration, social work, law, political science, economics, sociology, or a related field.\n\nTwo years of professional experience in policy analysis, development, or implementation within a government agency, nonprofit organization, or related setting; two of those years must involve human services related programs or populations.\n\nDesired or Preferred Qualifications\n\nDemonstrated ability to conduct both qualitative and quantitative policy analyses.\n\nExperience drafting or reviewing legislation, regulations, or internal policy documents.\n\nStrong written and verbal communication skills, including preparing concise policy briefs and presenting findings to diverse audiences.\n\nAbility to synthesize complex legal and policy information into accessible recommendations.\n\nExperience collaborating with internal teams and external stakeholders, including government agencies, advocacy organizations, and community partners.\n\nStrong organizational and time‑management skills, managing multiple projects and meeting deadlines.\n\nExperience with federal and Maryland human services policies and programs such as child welfare, economic assistance, and child support.\n\nExperience engaging communities or stakeholders with lived experience to inform policy.\n\nBenefits\nContractual employees may be eligible for subsidized health benefits coverage for themselves and their dependents if they work 30 or more hours a week and have a current employment contract. Contractual employees responsible for 25% of medical and prescription coverage premiums; the State of Maryland subsidizes the remaining 75%. Dental coverage, accidental death and dismemberment insurance, and life insurance are available on a full‑premium basis.
