We prioritize our exceptional company culture, which has us ranked in the Top 5 of the Phoenix Business Journal's Best Places to Work for more than a decade and made us the only Arizona construction firm on the Inc. Best Workplaces list for three consecutive years. We have earned multiple appearances on AZ Big Media's Most Admired Companies list, and ranked No. 1 for Healthiest Employers for two consecutive years.\n\nOur people and our culture have also created an atmosphere that encourages going above and beyond for our clients and our community. Our team's dedication to its craft has earned us NAIOP (CREDA) Arizona General Contractor of the Year six times, while at the same time donating more than $1 million annually to community organizations.\n\nOur strategic vision focuses on supporting prelease transactions, competitively bidding projects of all sizes, and fostering our altruistic service culture by recruiting highly talented individuals of great character who want to make a genuine impact on our communities.\n\nThe Role\n\nWillmeng is seeking a Learning Program Manager who keeps the learning ecosystem running with precision, purpose, and care. This role is the operational and strategic center of the Learning team — owning the full portfolio of learning programs, managing the health of our LMS, driving the intake and prioritization of new training needs, and leading a team of specialists who bring programs to life every day.\n\nYou are someone who sees the whole picture. You know where every program stands, what's coming next, what needs attention, and how all the pieces connect. You understand that great learning is both a craft and a discipline — and you hold the organization to the standard that every training experience at Willmeng, regardless of who builds it, reflects our brand, our values, and the principles of how adults actually learn. You bring structure to a growing function without making it feel bureaucratic, and you make the people around you better by being clear, consistent, and genuinely invested in their development.\n\nWhat you will accomplish\n\nLearning Portfolio & Program Ownership\n\nOwn the full portfolio of Learning programs — knowing what exists, what's active, what's in development, and what needs to be retired or refreshed.\nServe as the primary point of contact for departments bringing new training needs to Learning, managing intake, triage, and prioritization in partnership with the Director of Learning.\nTrack the status of all active learning projects, maintaining visibility across the team and surfacing risks or delays before they become problems.\nOwn the master learning calendar — planning capacity across the full year so the team is never overcommitted and programs are sequenced intentionally.\nEnsure every program in the portfolio is connected to a clear outcome, a defined audience, and a measurement plan.\nOversee the QA/QC of all programs — ensuring curriculum integrity, consistency across cohorts, and alignment to the program's intended outcomes.\nProvide oversight of the onsite Learning Center in Phoenix — ensuring the space is programmed intentionally, utilized effectively, and maintained as a high-quality environment for in-person learning experiences.\n\nLearning Governance & Standards\n\nOwn and maintain Willmeng's learning standards — defining what best-in-class looks like for facilitator guides, participant materials, eLearning modules, and all other learning assets produced by or for the organization.\nEnsure that all training at Willmeng — regardless of who builds it — adheres to Willmeng brand standards, adult learning principles, and the quality benchmarks established by the Learning team.\nManage the review process for department-owned training — assessing materials before delivery, communicating feedback clearly, and ensuring revisions are made before content reaches employees.\nOversee the annual self-certification cycle, ensuring departments review and recertify their content on schedule and that the LMS reflects current, accurate training offerings.\nServe as the internal authority on adult learning best practices — advising departments, facilitators, and SMEs on how to design learning experiences that change behavior.\n\nLMS & Learning Ecosystem\n\nOwn the strategic utilization of Bridge LMS — ensuring it is organized, current, and functioning as the trusted home for all learning at Willmeng.\nBuild and maintain course, program, and learning journey structures, enrollment processes, completion tracking, and reporting workflows.\nBuild and maintain key reports and dashboards that give the Director of Learning and senior stakeholders a clear, accurate picture of learning activity and impact across the organization.\nUnderstand and manage the full learning ecosystem — how programs, platforms, vendors, and internal facilitators connect — and identify opportunities to improve how it all works together.\n\nNeeds Assessment & Design Oversight\n\nLead needs assessments for key future-state programs, partnering with business leaders to understand gaps, define outcomes, and determine the right solution before anything gets built.\nOwn the program design for leadership development, Manager 101, and Franklin Covey initiatives — establishing program objectives, defining learning outcomes, and partnering with the Sr. Learning Specialist to generate and refine content.\nOversee the design and development process in partnership with the Learning Specialists — providing direction, reviewing drafts, and ensuring the final product meets Willmeng's standard of quality.\nStep in to contribute to design and development when the team needs additional capacity, bringing instructional design capability without losing sight of broader management responsibilities.\n\nVendor & External Partner Management\n\nManage relationships with external learning vendors, facilitators, and platform partners — including Franklin Covey, coaching providers, and any third-party content or delivery resources the team relies on.\nEnsure vendor contracts, delivery schedules, and quality standards are maintained and that external partners are aligned to Willmeng's expectations before they engage with employees.\nEvaluate vendor relationships on an ongoing basis and bring recommendations to the Director of Learning when partnerships are no longer serving the organization's needs.\n\nPeople Leadership & Team Operations\n\nLead, develop, and support the full Learning team — including the Senior Learning Specialist (Instructional Design & Facilitation) and Learning Specialist (Operations).\nManage the team's day-to-day — setting priorities, removing obstacles, distributing work appropriately, and creating the conditions for each person to do their best work.\nProvide regular feedback, hold meaningful development conversations, and invest in each team member's growth over time.\nBuild and maintain team processes, workflows, and documentation standards that allow the function to scale without losing consistency or quality.\n\nWhat We Are Looking For\n\nRequired\n\nBachelor's degree in Human Resources, Organizational standards, reviewing content, and holding others to a quality bar.\nComfortable conducting needs assessments and translating business problems into learning solutions.\nFamiliarity with adult learning principles and the ability to apply them in a review and advisory capacity.\nStrong written and verbal communication skills with the ability to present clearly to senior stakeholders.\nAbility to work
