The Program Manager will serve as the lead point of contact and consultant for the task order and will be responsible for overall management, quality control, scheduling, financial oversight, staffing coordination, and delivery of Human Resources support services.\n\nDuties and Responsibilities:\nServe as the lead point of contact and consultant for the task order and provide overall management of contract performance.\nSupervise the development of content and deliverables, including quality control, scheduling, project budget estimates, and monitoring of progress.\nEnsure appropriate company resources, including personnel and non-personnel resources, are available to support task order requirements during development and execution.\nCoordinate and monitor HR support activities to ensure personnel action processing, records management, staffing, classification, onboarding/offboarding, and related deliverables are completed accurately and on schedule.\nMonitor work accuracy and quality, including personnel action processing, and maintain effective day-to-day communication with FHWA stakeholders.\nProvide management oversight of staffing, retention, backfill, and workforce readiness to maintain a technically trained and experienced workforce.\nPrepare and support consolidated monthly progress reporting, including project status, labor hours, expenditures, risks, mitigation actions, and schedule status.\nEnsure compliance with contract requirements, applicable FHWA/USDOT policies, privacy requirements, information security requirements, and Section 508 requirements.\nExercise authority to commit company resources as necessary to support successful task order performance.\nMinimum Education / Experience / Requirements:\nBachelor's degree or higher in any field of study.\nMinimum of five (5) years of experience overseeing the management of Human Resources services, administrative support personnel, and associated deliverables.\nDemonstrated experience managing quality control, schedules, staffing resources, financial controls, and project progress.\nDemonstrated ability to lead client communications and coordinate multidisciplinary HR support activities.\nExperience supporting Federal HR environments is strongly preferred.\nAbility to manage sensitive information and comply with Privacy Act and Personally Identifiable Information (PII) requirements.\nAdditional Requirements:\nCandidate must be able to satisfy applicable Public Trust / suitability background investigation requirements as required for access to FHWA systems, facilities, or sensitive information.\nType of Job: Part-Time\nSalary: Competitive Salary\nAttractive Benefits Package: Medical, Dental, Vision, 401K, HSA/FSA, LTD/STD, PTO, Federal Holidays\nWork location: Onsite or Telework may be authorized\n\nCompany Description:\nNetwork Runners, Inc. is an Information Technology Solutions Company providing innovative IT solutions and organizational support within the Department of Defense and Civil sectors.
