Our highest priority is the provision of timely and responsive service to all customers.\nGRADE\n21\nLOCATION OF POSITION\nMDH, Office of Facilities Management & Development, Baltimore, MD\nMain Purpose of Job\nThis position within the Maryland Depart of Health (MDH) Office of Facilities Management and Development (OFMD) is responsible for the management of the MDH capital grant programs and real property portfolio. The incumbent in the position directs and administers the MDH Sponsored Capital Improvement grant programs and manages all MDH property assets. This position also serves as an administrator and special assistant to OFMD leadership including managing, directing, overseeing, and administration of special assigned projects. The incumbent serves as the primary POC to the Department of General Services Office of Real Estate (DGS ORE) for all MDH Real Property initiatives including the acquisition and disposition of property, leasing of property, lease compliance, tenant relocation and tenant fit-out projects. The incumbent serves as the legislative liaison for OFMD and may be assigned special projects from the Office of the Secretary and the Deputy Secretary of Operations.\nPOSITION DUTIES\nDirects and coordinates all activities of the Capital Bond Grant Programs and the Real Property Program (programs) of MDH OFMD;\nEstablishes the overall policies and procedures for the programs, oversees implementation, administration and approves revisions;\nOversees and manages the personnel and financial resources of the programs;\nDevelops short and long-range plans for the operations and resources of the programs;\nDetermines organizational structure and staffing needs of the programs;\nOversees development and training of programs’ staff;\nPlan, coordinates, supervises and evaluates the work of programs’ staff;\nRepresents the department in a liaison capacity with managers and officials of other agencies and outside stakeholders;\nMay promote the programs through contacts with interested groups and general public;\nOversees and manages special projects to support the operations and initiatives of MDH OFMD;\nMay represent the department at the Board of Public Works (BPW), before Federal, State and local officials, legislative committees and executives of other agencies concerning programs’ activities;\nPerforms other related duties to promote the work of the Department.\nMINIMUM QUALIFICATIONS\nQualified candidates must possess a bachelor's degree from an accredited college or university, 3 years of professional experience, and at least 1 years of supervisory or managerial experience.\n\nAdditional professional experience may be substituted for the bachelor's degree at the rates of 1 year of experience for 30 credit hours. A master's degree will substitute for 2 years of professional experience. Possession of a JD will substitute for all experience.\nDESIRED OR PREFERRED QUALIFICATIONS\nPreferred candidates should possess the following:\n\nJuris Doctorate preferred\nExcellent interpersonal and communication skills (written and verbal)\nStrong ability to build and maintain relationships across a range of stakeholders\nGood analytical, negotiation, and problem-solving skills\nAbility to manage multiple programs simultaneously\nProfessional administrative, time and task management capacity\nHighly motivated and independent, yet team-oriented\nProficiency with reading and understanding codes, rules, laws and regulations with a background in policy and regulation development and administration\nExperience managing the development of binding legal documents including Lease Agreements, Memorandums of Understanding, Rights of Entry, Requests for Proposals, Services Solicitations\nReal Property Experience\nDemonstrated ability to manage competing time demands and multiple projects in varying stages of development\nDemonstrated ability to analyze data, develop systems-based solutions, strong organizational skills\nDemonstrated ability to lead collaborative decision-making processes, including the development of approval timelines, facilitating and leading project meetings, consensus building, and willingness to make recommendations and execute directives.\nSELECTION PROCESS\nThis is a Management Service position, and serves at the pleasure of the Appointing Authority.
