We deliver value to our employees, our clients, and the countries in which we operate.rhi-group.comAbout the Opportunity:rhi is seeking a Managing Quantity Surveyor / Lead Cost Manager to continue and accelerate the growth of rhi’s established Project Services and Cost Management capability in Houston and the wider US market.This is a senior leadership role that blends traditional Quantity Surveying expertise with US-focused Cost and Commercial Management responsibilities. The role will support major capital projects across Energy, Infrastructure, Industrial, and Data Center sectors.Key Responsibilities:Leadership & Capability ManagementLead rhi’s Quantity Surveying, Cost Management, and Commercial Management services across Houston and the US.Mentor, develop, and manage Quantity Surveyors and Cost Managers, supporting technical excellence, professional development, and performance outcomes.Act as senior technical authority for QS practices, cost management methodologies, and commercial governance.Promote a strong safety-first, ethical, and high-performance culture aligned with rhi values.Cost, Commercial & Financial OversightProvide senior oversight of cost planning, estimating, budgeting, forecasting, and cash-flow management across multiple capital projects.Review and approve cost plans, estimates, Bills of Quantities, schedules of rates, and final accounts.Lead value engineering initiatives, cost optimization, contingency management, and change control.Ensure accurate cost reporting, commercial performance tracking, and alignment with client governance requirements.Contracts, Procurement & RiskAdvise clients on contract strategy, procurement models, commercial terms, and risk allocation.Lead or oversee commercial aspects of tendering, bid evaluation, negotiation, and contract administration.Manage variations, claims, and commercial risk mitigation strategies throughout the project lifecycle.Provide commercial input into project feasibility, FEL/FID decision-making, and execution planning.Client Leadership & AdvisoryServe as a trusted cost and commercial advisor to owners, developers, and senior project stakeholders.Lead client governance meetings, executive-level briefings, and commercial reviews.Support clients across the full asset lifecycle, from early feasibility and pre-construction through delivery and close-out.Business Development & Market GrowthDrive continued growth of rhi’s Cost Management, Quantity Surveying, and Commercial Advisory services in the wider US marketsIdentify and assist in the pursuit of new work across Energy, Infrastructure, Industrial, and Data Center sectors.Lead or support proposals, bids, commercial strategies, and pricing development.Represent rhi through client engagement, industry forums, and professional networks.Operational & Portfolio ManagementManage operational performance against delivery, utilization, quality, and financial objectives.Support resource planning, talent development, and succession planning within the QS and cost management team.Ensure compliance with professional standards, internal governance, and client commercial requirements.About You10+ years of experience in Quantity Surveying, Cost Management, or Commercial Management, including senior or leadership responsibilities.Strong background delivering major capital projects within Energy, Infrastructure, Industrial, and/or Data Center environments.Demonstrated expertise in cost planning, commercial management, procurement, contracts, and financial controls.Proven ability to develop client relationships and contribute to business growth.Degree qualified in Quantity Surveying, Construction Management, Engineering, or a related discipline (or equivalent experience).Professional accreditation desirable (RICS, CIQS, AACE, or equivalent).Strong communication skills with credibility at senior client and executive levels.
