From strengthening communication channels to introducing innovative ways to collaborate and share information, Dynanet played a crucial role in shaping the early stages of digital transformation. The company’s efforts helped organizations build the very fabric of connectivity that now powers our modern world. Over the last three decades, Dynanet has grown into a trusted partner for organizations looking to innovate boldly and transform seamlessly. While technology continues to evolve and unlock new opportunities, for nearly 30 years, Dynanet remains committed to delivering cutting-edge solutions that drive lasting change for its customers. Through agility, foresight, and an unwavering dedication to excellence, Dynanet continues to empower organizations to thrive in a rapidly changing digital landscape. Our story is more than just a story of technology – it’s a story of vision, growth, and transformation that has shaped the past and continues to pave the way for the future.\n\nAbout the Role:\n\nDynanet is seeking a Program Manager to serve as designated Key Personnel on an upcoming federal health agency program providing enterprise agile tooling, DevSecOps platform services, service desk operations, and software asset management.\n\nThe program delivers the shared agile and DevSecOps platform, tooling, service desk, and software licensing foundation used by a large portfolio of delivery teams that build and operate high-traffic public-facing websites and their supporting systems. The Program Manager is the single accountable leader across all program task areas and the principal interface to the client's contracting representative, product managers, and partner contractors.\n\nSuccess in this role is an integration outcome rather than a task-completion outcome. It is measured by whether the client experiences the program as one coordinated effort rather than a set of independent workstreams, and by measurable results against jointly defined Objectives and Key Results.\n\nRoles & Responsibilities:\n\nServe as the accountable leader across all program task areas - program management and collaboration, agile project management, DevOps and DevSecOps platform operations, tools management, service desk, and software and license management - ensuring alignment of schedules, dependencies, data, and design decisions.\nAct as the principal point of contact to the client's contracting representative and to product and program managers, demonstrating responsiveness and professionalism in all coordination with client leadership.\nEstablish and maintain a collaborative digital workspace using client-approved tools that gives stakeholders real-time visibility into progress, risks, and dependencies across every task area.\nLead integrated initiatives that span multiple delivery organizations, coordinating discovery and planning, maintaining integrated delivery roadmaps, and driving cross-team readiness and launch activities including go/no-go governance.\nCollaborate with the client to define and maintain Objectives and Key Results that link program and feature-level goals, with quantifiable indicators of user experience, operational efficiency, and program effectiveness.\nOwn the program reporting cadence - sprint, monthly, program increment, incident and outage, and ad hoc reporting - sourcing status from live dashboards and data systems wherever practicable rather than from hand-assembled artifacts.\nMaintain client visibility into cost, schedule, progress, technical performance, and risk, including self-assessment against quality assurance surveillance measures.\nDevelop and maintain joint operating agreements with partner contractors that define responsibilities, escalation paths, and coordination protocols, and submit each for client approval.\nLead the transition-in effort and the phased assumption of platform responsibility from an incumbent contractor, achieving full operational responsibility with zero disruption to production operations.\nPrepare and execute the transition-out plan, including ramp-down scheduling, artifact delivery, knowledge transfer, and close-out certifications.\nManage program staffing, including backup coverage for short-term absences, and maintain the personnel roster, training records, and role and responsibility documentation required under the contract.\nDrive an outcomes-over-outputs culture, sustaining continuous improvement through retrospectives, bottleneck analysis, and adaptation to emerging risks, policy changes, and new opportunities.\nEscalate risks and issues early, maintaining documentation sufficient to manage, track, report, and resolve them.\n\nRequired Professional Skills:\n\nDemonstrated experience leading a federal IT services program of comparable scope, complexity, and multi-task structure, with direct accountability to a contracting officer's representative.\nWorking fluency in the Scaled Agile Framework (SAFe), including program increment planning, cross-team dependency management, and Agile Release Train coordination.\nProven ability to coordinate across multiple concurrent contractor teams and government stakeholders, including formal interface agreements such as joint operating agreements or equivalent.\nExperience establishing outcome-based measurement frameworks such as OKRs or KPIs, and reporting program performance from live data rather than static artifacts.\nExperience managing a contract transition - either transition-in from an incumbent or transition-out to a successor - with defined phase gates and service continuity requirements.\nStrong command of program risk, dependency, and issue management practice, with the judgment to escalate appropriately and the credibility to drive resolution.\nExperience managing performance under a firm-fixed-price structure, including scope of discipline and staffing stability.\nFluency with Jira and Confluence as program management and knowledge platforms.\n\nPreferred Professional Skills:\n\nPrior program leadership supporting a federal health agency.\nExperience operating under agency-specific agile or DevOps delivery handbooks and standards.\nExperience with public-facing, high-volume citizen-services digital properties, including seasonal surge events.\nWorking knowledge of DevSecOps platform operations sufficient to engage credibly on CI/CD, artifact management, and observability topics.\nExperience with federal software asset management and license portfolio governance.\nFamiliarity with federal security control baselines and the Authority to Operate process.\nExperience supporting a Lean-Agile Center of Excellence or an equivalent enterprise agile transformation function.\n\nDynanet Team Requirements and Expectations:\n\nPossess Strong written and verbal communication skills.\nHighly organized with the ability to prioritize, balance, and effectively advance multiple competing priorities in a high-volume, fast-paced environment.\nAbility to interact in a professional and collaborative manner with fellow Dynanet Teammates and the clients, and business partners that we work with.\nAbility and desire to challenge and educate yourself to support and advance IT services delivery in the Federal agencies we serve.\nExcellent judgment and creative problem-solving skills.\nRespond to team member and client requests via email, MS teams, or other communication means during core business hours.\nActive listening skills to understand clients' needs, and collaboration skills to work with other developers and designers.\n\nEducation/Experience Requirements:\n\nBachelor's degree in relevant discipline.
