Program Manager","description":"Job Description:\nThis position is responsible for overseeing the planning, execution, and delivery of a contract of that align with our overall business strategy.\nThis role is centered on optimizing the NCIS IT contract, driving strategic alignment, and ensuring successful contract outcomes.\nDevelop and maintain a comprehensive IT contract roadmap that aligns with business objectives and priorities.\nEstablish and maintain contract governance processes, including project intake, prioritization, and resource allocation.\nRegularly monitor and report on the overall performance of the IT contract, including budget, schedule, and risk.\nUtilize a standard IT Contract framework that aligns/crosswalks to resource sponsor authoritative data sources to provide insight into all IT in alignment with resources and mission objectives.\nIdentify and manage dependencies, risks, and issues across the IT contract (across the NCIS enterprise).\nProactively identify opportunities to optimize the IT contract and improve overall efficiency.\nCollaborate with business stakeholders to understand their needs and ensure IT projects support their strategic objectives and obtain required information to sustain compliance with Department of War (DoW) and Department of Navy (DON) policies, regulations and guidance.\nWork with IT leadership to define, document and implement IT strategy and roadmap.\nEvaluate new project proposals and assess their alignment with the overall IT strategy and contract objectives.\nDevelop and manage the IT contract budget, ensuring responsible allocation of resources and effective cost control across the DoW Planning, Programming, Budget and Executing lifecycle.\nTrack and report on project and program spending, ensuring adherence to budget and identifying potential cost overruns.\nIdentify and assess potential risks to the IT contract and develop mitigation strategies.\nMonitor and report on the status of risks and escalate issues as necessary.\nEnsure compliance with relevant regulations and quality standards\nEffectively communicate contract status and progress to Contract Officer and Contract Officer Representative (COR)\nFacilitate communication and collaboration across project teams.\nContinuously identify and implement improvements to IT contract management processes and methodologies.\nPromote best practices in project management and contract governance.\nProvide guidance and support to project teams to ensure successful project delivery.\nThis position requires the person(s) to be eligible and adjudicated to TS/SCI clearance level at contract start.\nRequired Skills and Experiences:\nBachelor's degree in Computer Science, Information Technology, Business Administration, or a related field or at least eight (8) + years of experience in IT contract management, project management, or a related field.\nProven experience in managing large and complex IT contracts.\nCertifications (Preferred): PMP, PgMP, PfMP, ITIL.\nStrong understanding of IT strategy and its alignment with business objectives.\nExcellent financial management skills, including budgeting, forecasting, and cost control.\nStrong risk management skills, including risk identification, assessment, and mitigation.\nExcellent communication, interpersonal, and presentation skills.\nStrong analytical and problem-solving skills.\nProficiency in project management methodologies (e.g., Agile, Waterfall, Scrum).\nProficiency in contract management methodologies.\nStrong problem-solving and decision-making abilities.\nAbility to work effectively under pressure and handle complex projects.\nStrong knowledge of IT project management methodologies and tools.\nProficiency in contract management tools.\nPrior experience with Department of War (DoW) or Department of Navy (DON) a plus.\nSpecific Federal Law enforcement (LE) information domain knowledge or previous experience working in LE organizations a plus.\nThis position requires the person(s) to be eligible and adjudicated to TS/SCI clearance level at contract start.\n\nDegree Requirements:\nBachelor's
