Halvik is a highly successful WOB business with more than 50 prime contracts and 500+ professionals delivering Digital Services, Advanced Analytics, Artificial Intelligence/Machine Learning, Cyber SecurityPosition OverviewHalvik is seeking a highly skilled Sr. Technical Project Manager to drive the successful delivery of a cloud-based enterprise data platform and analytics modernization program. This role combines deep technical understanding with strong project leadership to manage cross-functional teams, oversee architecture implementation, and ensure alignment with federal mission objectives. This role is critical in ensuring the success of mission-driven data initiatives by aligning technology execution with business outcomes, enabling data-driven decision-making, and driving modernization across federal data ecosystems.This is a hybrid position requiring the ability to attend customer meetings and key engagements with Halvik leadership.The Technical Project Manager will be accountable for end-to-end delivery, including planning, execution, risk mitigation, and stakeholder communication, while ensuring adherence to federal compliance and data governance standards (e.g., Transportation, Aviation).The ideal candidate brings strong federal project management discipline, hands-on familiarity with data modernization programs, and the ability to translate technical delivery into business value for government stakeholders. The Sr. Technical Project Manager will be expected to establish immediate credibility with customer leadership, drive disciplined Agile execution, manage risks and dependencies, and ensure the team delivers on schedule, within budget, and with high quality.Excellent communication skills, executive presence, presentation skills, and the ability to engage both technical and non-technical stakeholders are essential. The Sr. Technical Project Manager must be comfortable operating as both a customer-facing delivery leader and an internal program owner, ensuring delivery outcomes align with customer priorities, technical objectives, and Halvik delivery standards.Core ResponsibilitiesDrive adoption of modern technologies such as Snowflake / Databricks (Lakehouse architectures)Lead efforts to modernize legacy systems into scalable, cloud-first solutions.Promote best practices in data governance, automation, and DevOps.Lead end-to-end execution of data platform modernization initiatives (data lakes, warehouses, Lakehouse solutions).Develop and manage integrated project plans, schedules, milestones, and deliverables.Track progress using Agile metrics (velocity, burn-up/down charts) and traditional reporting.Ensure delivery within scope, schedule, and budget constraints.Provide hands-on leadership across Data architecture implementation, Data engineering pipelines (ETL/ELT), and Cloud platform deployments (AWS/Azure)Collaborate with Data Architects and Engineers to ensure Scalable and secure solutions and alignment to enterprise architectureAbility to communicate effectively with both technical and non-technical audiences, including the ability to translate complex technical topics into business value, delivery implications, risks, and decision points.Manage cross-functional teams including Data Engineers, Data Architects, BI/Analytics Developers, DevOps engineersIdentify and remove blockers to maximize team productivity.Develop and present executive dashboards and status reports.Monitor KPIs such as Delivery velocity, Quality metrics, Resource utilizationLeverage data (e.g., burn-up charts, actuals reporting) to drive decisions.Identify, track, and mitigate program risks and dependencies.Manage issue resolution and escalation processes.Ensure compliance with federal standards (FISMA, FedRAMP, Section 508).Maintain audit-ready documentation and reporting.Act as the primary interface with Government stakeholders (e.g., DOT/BTS leadership), Program managers and executives.Manage stakeholder expectations and communication cadence.Minimum RequirementsBachelor's degree in computer science, Information Technology, Engineering, Business, Data Analytics, or another related scientific, technical, or management discipline8+ years of experience in technical project/program management.Demonstrated experience managing large-scale data, analytics, cloud, software development, BI/reporting, or enterprise modernization programs.Prior experience in federal or regulated environments preferred.Ability to obtain and maintain a Public Trust clearance.4+ years managing IT projects using Agile methodologies and practices.Demonstrated experience managing project roadmaps, integrated schedules, sprint plans, release plans, risk registers, resource plans, status reports, and executive-level delivery briefings.Strong understanding of modern cloud data platforms, Data architectures (data lake, warehouse, lakehouse), ETL/ELT pipelines and data integration, BI/reporting modernization, and data governance concepts.Demonstrated experience with Cloud platforms (AWS, Azure), Databricks, Snowflake, or similar platformsGuiding clients through use case ideation to identify how descriptive analytics, predictive modeling, ML algorithms, and other data science techniques can derive mission-relevant insights from available DOT datasetsResource management experience, including aligning skill sets with tasks, balancing technical workloads, managing staffing needs, and supporting recruiting/onboarding activities.Strong Leadership, stakeholder management, facilitation, problem-solving, conflict resolution, and consensus-building skills.Strong analytical and problem-solving abilitiesExperience managing cost, schedule, scope, quality, risk, and customer satisfaction on IT programs, preferably for federal customers.Preferred ExpertisePMP certificationExperience with Databricks medallion architecture, cloud-native ETL, data governance, data quality, and data lineage concepts.Experience with Jira, Confluence or similar toolsFamiliarity with APIs, and distributed systems, CI/CD pipelines and DevOps practicesCertified Scrum Master, SAFe, PMI-ACP, Databricks, Tableau, or related certifications.5+ years managing complex system implementation or modernization programs for the federal government.Experience in leveraging AI tools (LLMs, agents) to augment and accelerate the development and testing processes.Halvik Offers a
