Budget to Report (B2R) SME
At i360technologies,we specialize in business consulting and technology services for federal agencies. We are seeking an experienced Oracle EBS R12 Financial Budget to Report (B2R) Subject Matter Expert to support a federal shared-services O&M engagement. This role is focused on sustaining, optimizing, and enhancing Oracle EBS R12 Financial capabilities across supported federal civilian agencies.
The ideal candidate brings at least 6 years of hands‑on Oracle Federal Financials experience with a deep command of B2R functional processes, G-Invoicing, and Federal accounting standards. Candidates with exposure to Procure to Pay (P2P) workflows are strongly encouraged to apply.

Candidates must also have experience and knowledge of related disciplines including Federal Payables and Receivables processing, Budget Formulation, and General and Working Capital Funds, and must demonstrate proficiency with:
Developing functional designs for interfaces related to budget and reporting
Using Auto-Accounting and sub-ledger processing
Mapping GL (proprietary and budgetary) conversion requirements and data
Designing and implementing Federal reports in an Oracle EBS R12 environment
Key Responsibilities
Provide O&M support for Oracle EBS R12 Financial B2R functionality within a federal shared-services environment, including day-to-day issue resolution, configuration support, and process improvements
Support configuration, design, and development of B2R Global Model functionality for supported federal agencies
Support deployment and onboarding of B2R functionality to new agencies within the client portfolio
Administer and support G-Invoicing processes, including GT&C setup, order management, and intragovernmental transaction reconciliation within Oracle EBS R12
Support period (month, quarter, FY) closing processes and ensure compliance with OMB, USSGL, and federal reporting standards
Develop and maintain functional interface designs for budget and financial reporting integrations
Design and execute end-to-end integration and regression testing
Support GL mapping, data reconciliation, and reporting integrity activities as needed to maintain accurate financial data in the EBS R12 environment
Design and implement Federal reports compliant with FASAB and agency-specific requirements
Provide support across the full project lifecycle, from requirements gathering through post-go-live stabilization
Qualifications
Minimum 6 years of Oracle EBS Financial experience implementing or supporting Budget to Report functionality in a federal environment
Demonstrated experience with Oracle EBS R12 Federal Financials, including Oracle Federal Administrator
In-depth knowledge of Oracle Payables, Receivables, Interagency Transaction Processes, and Projects Management
Prior experience with G-Invoicing processes — including intragovernmental buy/sell transactions, GT&C management, and Order processing within Oracle EBS R12
Knowledge and experience with Federal Budgeting Processes and Regulations (OMB Circular A-11, USSGL, FASAB)
Prior experience with period (month, quarter, FY) closing processes
Prior experience developing interface functional designs and end-to-end integration testing
Prior experience with GL mapping, proprietary and budgetary account structures, and Federal report design and implementation
Excellent oral and written communication skills.
Bachelor's degree in Accounting, Finance, Information Systems, or equivalent related experience.
Strong analytical and problem-solving skills
Preferred Qualifications
The following are strongly valued and will positively differentiate candidates:
Procure to Pay (P2P) experience — familiarity with Oracle Purchasing, iProcurement, and AP workflows in an EBS R12 federal environment is a meaningful differentiator
Experience with federal shared-services providers such as the Bureau of the Fiscal Service or similar organizations
Familiarity with additional Oracle EBS R12 functional areas: Order to Fulfill (O2F), Acquire to Retire (A2R), Cost Accounting, or Time and Labor
Experience with federal agency O&M engagements (post-implementation sustainment, release management, patch analysis)
Familiarity with OMB MAX, Treasury reporting systems, and IPAC reconciliation processes
Security & Eligibility Requirements
U.S. Citizenship or Lawful Permanent Residency with a minimum of three (3) years of U.S. residency
Successful completion of a background investigation and FBI fingerprinting
Eligibility to obtain and maintain an HSPD-12 Personal Identity Verification (PIV) credential
Compliance with Bureau of the Fiscal Service security rules of behavior
Completion of required cybersecurity and privacy awareness training
All work must be performed within the United States (remote access from foreign locations is not permitted)
