This role maintains an up-to-date knowledge of agency activities and developments; tracks and monitors the activities of Montgomery and Prince George's Counties as they relate to the Commission; communicates the Commission's initiatives to elected officials and governmental agencies; and assists in formulating position statements on legislation, representing the Commission before municipalities, county councils, and on a limited basis, the Maryland General Assembly and the United States Congress.Essential FunctionsBuilds strategic relationships with government officials and community and business stakeholders for the purpose of advancing the policies and initiatives of the Commission and enhancing the Commission's imageManages external relations with government officials and community and business stakeholdersMaintains an up-to-date knowledge of Commission activities and developmentsProvides early warning of issues and initiatives that will impact the business units at all levels of the CommissionActs as a liaison between the Commission and local government and community leadersParticipates in cooperative efforts to develop or disseminate Commission positions on a variety of issuesParticipates in workshops and hearings concerning policy matters and provides assessments of positions of parties to management as part of recommendationsAttends community events, County Council meetings, Municipal meetings and reports back issues impacting WSSC WaterServes on many job-related committees and boards to understand current public and government viewpointsPromotes understanding, confidence and support from government and business leaders on matters of interest to the CommissionMaintains a current knowledge and awareness of public opinion / reaction to external events in order to manage external relationsRepresents the Commission at public meetings and community eventsDrafts and prepares routine correspondence and reportsReviews and analyzes federal, state, and local legislation for its impact on the CommissionDevelops and maintains relationships with key state, county, municipal elected officials, regulatory and community leadersWorks closely with the WSSC Water Office of Communications and Community OutreachDrives a vehicle to conduct WSSC Water businessOther FunctionsPerforms other related duties as requiredWork Environment And Physical DemandsStandard office environmentRequired Knowledge, Skills, And AbilitiesGood experience in legislative matters as well as issue advocacy experiencePossesses excellent written and verbal communication skillsComprehensive knowledge of the legislative process as demonstrated by working with county or state legislative bodies or in another position which requires extensive involvement with various legislative entitiesAbility to articulate the interests and positions of the agency accurately and compellingly; Experience with or demonstrated ability to track bills, develop testimony and testify before elected bodiesAbility to propose, consider, and evaluate initiativesAbility to translate complicated industry issues into understandable presentationsAbility to convey complex technical information in a clear concise mannerExemplary interpersonal and negotiation skillsAbility to interact as a team player within the business unit; strong analytical skills with ability to identify issues and recommend solutionsAbility to provide quality analysis quickly, under pressureAbility to handle numerous issues, projects at one timeExcellent computer and on-line research skillsProficient in Microsoft Word, Excel and PowerPoint applicationsMinimum Education, Experience RequirementsBachelor's degree5+ years experience in the practice of law, public relations or legislative analysis; including 2+ years in a lobbyist, executive, or legislative staff position, which had significant responsibility for analyzing legislative or regulatory issues, recommending and preparing positions and position statements, and representing the employer with public officials and legislative bodiesAdditional RequirementsCompletion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter=Possession of a valid driver's license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver's permit within 90 days of hire or transfer datePreferencesMaster's degree in Public Administration, Communications or related fieldFamiliarity with WSSC Water service areaFamiliarity with the political climate in Maryland and specifically in Montgomery and Prince George's CountiesSalary$108,056 - $183,987Posting Detail InformationEEO StatementAN EQUAL EMPLOYMENT OPPORTUNITY EMPLOYERIt is the policy of the Commission to select new employees and to promote current employees without regard to race, sexual orientation, sex, religion, national origin, marital status, or handicap.
