The successful candidate will manage the full proposal lifecycle, from opportunity assessment and solicitation analysis through content development, compliance reviews, final production and submission.The role will work closely with business development, engineering, program management, operations, finance, legal and executive leadership to turn complex technical capabilities into clear, strategically important programs.Key ResponsibilitiesProposal and Bid ManagementLead the end-to-end development of responses to Requests for Proposals, Requests for Information, Sources Sought Notices, Broad Agency Announcements and other government solicitations.Develop proposal schedules, outlines, compliance matrices, content plans and submission checklists.Coordinate technical, management, past performance, pricing and contractual inputs from internal stakeholders.Own proposal deadlines and ensure submissions are complete, compliant, accurate and delivered on time.Manage multiple concurrent proposals and rapidly changing priorities.Organize and lead proposal kickoffs, status meetings, content reviews and final submission activities.Maintain version control and ensure the integrity of all proposal documentation.Proposal Strategy and ContentTranslate complex engineering, manufacturing and operational concepts into clear and persuasive proposal content.Develop compelling win themes, value propositions, executive summaries and solution narratives.Tailor proposals to specific customer missions, evaluation criteria and acquisition priorities.Work with subject matter experts to develop technically credible responses while maintaining a consistent voice.Identify content gaps, compliance risks and areas requiring clarification or executive decision.Edit proposal content for clarity, consistency, accuracy and responsiveness.Government Acquisition and ComplianceReview solicitations and identify mandatory requirements, evaluation criteria, submission instructions and contractual risks.Maintain working knowledge of U.S. Government acquisition processes, including FAR, DFARS and agency-specific requirements.Support responses across contract vehicles including IDIQs, task orders, OTAs, SBIR/STTR opportunities and traditional government contracts.Ensure proposal responses comply with solicitation requirements, representations, certifications and applicable government regulations.Coordinate with legal, finance and contracts personnel on terms, pricing assumptions, flow-down requirements and compliance matters.Capture and Opportunity SupportSupport business development and capture teams in evaluating government opportunities and determining bid strategy.Contribute to bid/no-bid recommendations based on customer fit, technical readiness, competitive position and resource requirements.Research customer priorities, acquisition strategies, incumbent contractors and likely competitors.Support customer engagement materials, capability statements, white papers and pre-solicitation responses.Maintain reusable proposal content, past performance references, company credentials and supporting materials.Capture lessons learned following submissions, awards and unsuccessful bids.Process DevelopmentHelp build a scalable proposal management function across Powerus and its operating businesses.Establish proposal templates, content libraries, review standards and documented operating procedures.Introduce disciplined proposal practices, including Pink Team, Red Team and Gold Team reviews where appropriate.Track proposal activity, submission status, win rates and lessons learned.Identify and implement tools that improve proposal quality, collaboration and speed.Required QualificationsBachelor’s degree or equivalent relevant professional experience.5 or more years of experience in proposal management, government contracting, capture management or federal business development.Demonstrated experience leading proposals for the Department of Defense or other U.S. Government agencies.Strong understanding of federal acquisition processes and government procurement.Working knowledge of FAR and DFARS requirements.Proven ability to interpret complex solicitations and develop compliant proposal structures.Excellent writing, editing and verbal communication skills.Experience coordinating inputs from technical, financial, legal and executive stakeholders.Strong project management skills and the ability to manage multiple deadlines simultaneously.High level of attention to detail, organization and personal accountability.Ability to work effectively in a fast-moving, entrepreneurial environment.Preferred QualificationsExperience within defense technology, aerospace, autonomous systems, advanced manufacturing, robotics or unmanned systems.Experience with IDIQs, task orders, OTAs, SBIR/STTR programs and competitive DoD acquisitions.Familiarity with Shipley or similar structured proposal development methodologies.Experience leading formal proposal reviews, including Pink Team, Red Team and Gold Team reviews.Familiarity with SAM.gov, GovWin, GSA eBuy, PIEE or other government opportunity and submission platforms.Experience developing compliance matrices, proposal schedules and annotated outlines.Knowledge of DoD contract types including Firm Fixed Price, Cost Plus, Time and Materials and Indefinite Delivery/Indefinite Quantity contracts.APMP, Shipley, CFCM or related professional certification.Experience supporting both domestic and international defense
