This task involves monitoring project plans, schedules, work hours, budgets, and expenditures, organizing and participating in stakeholder meetings, and ensuring that program deadlines are met in a timely manner. As a Manager, Program Management will plan, lead Project Managers as direct reports, and will act as point of escalation for ongoing projects and programs. The manager, Program Management will work with Agency Solutions Business Partners to assist in defining the program’s objectives and oversee delivery and quality control throughout its life cycle.\n\nResponsibilities:\n\nManage medium to large scale programs including multiple Programs.\nManage multiple project assignments in parallel to ensure timely delivery.\nLead, mentor and develop a high-performing team of Project Managers.\nProviding clear direction, coaching, and career development while fostering a culture of accountability, collaboration, and continual improvement.\nExecute on Program and project management policies, guidelines and program parameters.\nDevelop and maintain program roadmaps, including timelines, milestones, dependencies, and deliverables.\nAlign cross‑functional teams (engineering, product, design, finance, operations) toward shared objectives.\nPlan and define program scope, ensuring each project contributes to broader strategic goals.\nCoordinate resources and manage budgets, collaborating with departments to allocate funding and staffing.\nMonitor program performance, track progress, and ensure projects remain on time, within scope, and within budget.\nCoordinate prioritization of projects within the Program to ensure consistency with corporate strategies.\nIdentify and mitigate risks, proactively developing contingency plans.\nEstablish governance frameworks to standardize project execution across workstreams.\nCommunicate status updates to leadership, prepare executive summaries, and maintain documentation.\nPerform root cause analysis, issues management and conflict resolution.\nFacilitate stakeholder alignment, ensuring expectations are clear and consistent across teams.\nOptimize workflows and processes to improve delivery predictability and efficiency.\nOversee integration and alignment of resources (internal & external) schedules.\n\nRequirements:\n\nExceptional stakeholder management skills, including executive‑level communication.\nAbility to influence without authority and drive alignment across diverse teams.\nStrong decision‑making, negotiation, and conflict‑resolution abilities.\nDemonstrated ability to lead through ambiguity and drive clarity.\nUnderstanding of project ICT (Information and Communications Technologies) infrastructure requirements, including:\nNetworking & telecommunications; Hardware, Operating systems & Applications.\nAbility to work in a controlled PMO structure with defined processes.\nInformation and systems security; Business risk & continuity planning.\nPMP or CAPM preferred (a certificate in PM will be considered for those with excellent track records)\nExperience in customer-facing role and excellent presentation and listening skills.\nExcellent interpersonal and client relationship skills interacting with a wide range of IT and management professionals, including executives.\nProficient communicating at all levels within an organization.\nExtremely organized and capable of tracking, managing and resolving issues in multiple activities.\nAbility to proactively identify and implement risk mitigation and issue resolution strategies to ensure program success.\nStrong analytical, negotiation, problem solving and process thinking skills\nExcellent written and verbal communication, coordination and organizational skills.\nExcellent presentation and listening skills.\nGeneral knowledge of data center technologies, Telecom and IP networks\nProficient in the use in the Microsoft Suite including MS Project, JIRA and Smartsheet.\nHigh degree of tenacity and persistence to get tasks completed on schedule.\nAbility to deal with change and learn new technology and processes. Determine priorities, make decisions, and implement management systems.\nAbility to work with different groups (internal and external) to build consensus.\nA minimum of 10 years’ experience working in Project Management and experience managing projects as a Delivery/Deployment Project Manager directly overseeing customer projects\n\nEducation:\n\nDiploma in technology or equivalent or a bachelor's degree in a related field of study\nPMP or CAPM preferred (a certificate in PM will be considered for those with excellent track records)\n\nThis position requires compliance with Comtech’s Drug-Free Workplace Program.
