Veterans and military spouses are encouraged to apply.\n\nProgram Manager Responsibilities\nLeading day-to-day software development program operations, maintenance, and modernization of DoD HR systems primarily in the Java and .Net technical stacks\nActing as the primary liaison to government stakeholders, aligning technical execution with mission priorities and contractual obligations\nApplying expertise in IT software development management, predictive project planning, and agile delivery to balance priorities and meet key performance metrics\nOverseeing and integrating efforts across multiple functional teams within a 50+ person workforce\nCoordinating resolution of technical and operational issues, including documenting problems, creating action plans, and facilitating cross-team meetings\nIdentifying opportunities for continuous improvement, innovation, and efficiency to meet mission objectives and drive cost savings\n\nProgram Manager Qualifications\nBachelor's degree in engineering, computer science, mathematics, or related discipline\n10+ years of relevant experience\nExpertise in leading and integrating diverse software development projects across various technology stacks and platforms using compliance and cybersecurity frameworks within federal government environments\nActive Project Management Professional (PMP) or Program Management Professional (PgMP) certification\nProficiency with Jira for project management\n\nProgram Manager Desired Qualifications\nCertified Scrum Product Owner (CSPO), Certified ScrumMaster (CSM), or comparable Agile certification from a recognized organization (e.g., Scrum Alliance, Scrum.org, SAFe)\nProven success leading operational teams through modernization efforts using automation, analytics, or AI/ML technologies\nExperience implementing continuous improvement strategies and executing corrective actions to meet program goals\nExperience managing geographically distributed teams\n\nRequired Clearances and Screenings\nMUST be able to pass a US Government Security Clearance\n\nAbout Joint Strategic Technologies (JST)\nNo objective is beyond reach!
