Under direct supervision of the Public Works Deputy Director and Utility Superintendent, the Utility Water Treatment and Production Supervisor or Administrator, oversee the operations and maintenance of all water treatment facilities, wells, pump stations, pressure reducing valve stations, storage tanks, water quality sampling, controls, instrumentation, inventory and related equipment, supervisory control and data acquisition (SCADA) systems and leads staff and activities related to the design, installation, inspection, repair, operation, and maintenance of the city’s water utility treatment and production systems.
DUTIES & RESPONSIBILITIES:
This position is responsible to provide citizens and consumers clean safe drinking water with adequate fire flow protection. This is accomplished by supervision of the water quality system wide by establishing stable source flow objectives, residual objectives, and adaption of the system to perform with changing rules and regulations.

Assist the administrative team in the creation and development of a master plan to enhance systems, development of future infrastructure and constantly monitor the future of Laramie’s water sources and water infrastructure needs.
Demonstrates the ability to understand and participate in the development of the City of Laramie water portfolio while constantly striving to protect water sources for future generations.
Work with the City of Laramie Natural Resources Administrator to accomplish environmental preservation and offer support when requested for natural resource protection programs.
Assist in the preparation and adherence to the Utilities CIP and O&M budgets, ten-year capital improvement plan, Casper Aquifer Protection Plan and other plans that may impact the financial needs of Utilities as assigned. Demonstrates the ability to excel in financial software entry and comprehension.
Knowledge of SCADA and PLC development and programming
QUALIFICATIONS (A combination of the following experience and training, or the equivalent of, would be qualifying):
Five years of supervisory experience and seven years as an administrator with progressively responsible roles in utility-related systems, including collections, distribution, metering, water treatment, pumps and wells, industrial pretreatment, or wastewater treatment, or in a closely related field. Experience in customer service and budget management will also be considered significant within the qualifications. A minimum of two years of supervisory experience is preferred.
Possession of a Level IV Water Treatment certificate or equivalent 4-year degree from an accredited college and the ability to earn a Level IV Water Treatment Certificate
Level II Distribution Certificate
Must obtain time and certifications to act in the role of Responsible Water Charge Operator with EPA and Wyoming DEQ, should that designation be required.
Must possess a Wyoming Driver’s License or ability to obtain a Wyoming Driver’s License within 1 month of employment.
