Project Controls Specialist Location: Oak Ridge, TNDuration: Long-term ContractWe are seeking a Project Controls Specialist for a contract opportunity supporting complex engineering, procurement, and construction (EPC) projects in Oak Ridge, TN. This role will partner closely with project management and accounting teams to ensure projects are executed on schedule and within budget while maintaining high standards of accuracy and reporting.Key ResponsibilitiesLead project controls processes to support successful project execution within budget and scheduleSet up and maintain projects within Enterprise Planning & Controls systemsAnalyze project data, review logs, and generate reports using project controls toolsDevelop and maintain Work Breakdown Structures (WBS)Prepare and manage schedules, cost reports, cash flow forecasts, and project performance metricsSupport engineering, procurement, construction planning, scheduling, logistics, and cost control effortsServe as a technical resource and point of contact for project teamsReview and approve purchase orders and subcontracts for proper cost codingTrack and document changes to cost reports and forecastsCollaborate with Project Management and Accounting teams to review costs, contingencies, and support auditsReview upstream and downstream change orders for accuracy and impactDevelop and present detailed cash flow reportsBuild and maintain project schedules, including logic ties and resource loadingSupport Interactive Project Planning Meetings (IPPM)Generate and customize schedule reports for various stakeholdersAnalyze schedule performance, including critical path and forecasting impactsPerform "what-if” scenario analysis for schedule optimizationDevelop and maintain Earned Value Management (EVM) systemsTrack and validate progress measurements and maintain progress curvesConduct material takeoffs and quality checks on project controls deliverablesPerform field audits to validate reporting accuracy and processesAssist with project forensic analysis when requiredEnsure compliance with all company policies, procedures, and safety standardsQualificationsBachelor's degree in Engineering, Construction Management, or related fieldRelevant experience may be substituted for degree requirementsMinimum 3 years of direct project controls experienceExperience with Primavera P6 preferredStrong understanding of scheduling, cost control, and project forecasting methodologiesKnowledge of critical path method (CPM) scheduling and earned value managementProficiency in Microsoft Office SuiteExcellent written and verbal communication skillsStrong analytical and problem-solving abilitiesAbility to work collaboratively across cross-functional teamsAdditional RequirementsOSHA 10-hour certification (or ability to obtain)Ability to support field activities and perform site audits as neededAspen Technical StaffingCELEBRATING 25 YEARS ~2001-2026~We are an Equal Opportunity Employer.
