Position is a DB-03 (GS-12 to GS-13 Equivalent) band level – Detroit Arsenal, Warren*\n\n*Grade Eligibility:* DB-03 (GS-12 to GS-13 Equivalent)\n\n*Who May Apply: *MUST be a US Citizen.\n\n*Time Limitation: Flexible Length Renewable Modified Term NTE 6 years (could be made perm without further competition)*\n\n*Location:* Detroit Arsenal located in Warren, MI.\n\nCan be used for multiple positions.\n\n*Summary:*\n\nThis position is for a Reliability Engineer within the Product Assurance and Test (PA&T) Directorate in GVSC. This position would be collocated in a Program office as non-embedded support.\n\n*Duties of the Test Engineer position*:\n\n· Responsible for the development of program’s Reliability strategy, approach, process, schedule, and resource requirements. In addition, managing the implementation of an evaluation methodology and framework for product/system under test.\n\n· Ability to work in a collaborative multi-disciplinaryenvironment with product managers, logistics, contracting, along with multiple external Government organizations to include Army Test and Evaluation Command (ATEC), the User Representative, and other Product Offices along with the defense industry.\n\n· Responsible for the day-to-day management of reliability activities including managing contractor's Reliability activities and evaluating Reliability contract deliverables\n\n· Tracks and scores Reliability data throughout test and participates in Reliability scoring and assessment conferences, evaluates field data as part of the FRACAS process and works with stakeholders to make fielded system improvements, and supports other Reliability related tasks for internal and external GVSC customers as necessary.\n\n· Must have strong writing skills to generate performance specification language within acquisition contracts, Reliability language within RFPs, reliability test scoring reports, schedules, and to assist in generating technical documentation in support of Milestone Decisions and Material Release.\n\n· Have a working knowledge of program management (program planning, execution, risk management, configuration management, metrics, earned value systems, issue resolution).\n\n· Travel occasionally (up to 25%) to the test sites in support of related meetings and program events\n\n· Provide technical advice and knowledge of program, system engineering and value management technologies.\n\n· Review and analyze system performance against requirements for the application and integration of improved designs into the system.\n\n· Develop and present data for reviews to provide timely and accurate reporting and program status to internal/external elements.\n\n· Manage test cost, schedule, scope and risk throughout the program lifecycle.\n\n· Integrate program management processes to align with engineering standards and perform effective execution and compliance with established program decisions.\n\n*Specialized Experience:*\n\n· Experience with Design for Reliability, Reliability Growth\n\n· Background in Statistics, testing, critical thinking focused on risk reduction\n\n· Experience in Six Sigma, Predictive Logistics, FRACAS would be a Plus\n\n*Key Skills (KSAs)*:\n\n· Demonstrated program management skills\n\n· Demonstrated resource management skills\n\n· Demonstrated communication skills (oral & written)\n\n· Knowledge and experience with SE Process\n\n· Demonstrated problem solving skill with emphasis on analysis, COA development and decision presentation\n\n· Demonstrated ability to apply Reliability and T&E best practices\n\n· Demonstrated ability in developing and reporting programmatic (Cost, Schedule, Performance of T&E Programs)\n\n· Knowledge of the PEO/PM structure and organizations\n\n· Knowledge of the CCDC structure and organization, with emphasis on GVSC\n\n*How to Apply*:\n\nIf you would like to be considered for this opportunity, please e-mail a *resume and transcripts* to: usarmy.detroit.devcom-gvsc.mbx.g1-resumes-for-sie-gses@army.mil. *Please include in the Subject Line: Indeed RH24\\_0914. *\n\n*Conditions of Employment & Items to Consider:*\n\n- Must be a U.S. Citizen\n\n- Secret clearance is required.
