This contract will provide configuration management, logistics, mechanical and electrical engineering technician services, field service support, project management, drafting anddesign, technical writing, and acquisition services to the Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Unmanned & Expeditionary Weapon Systems (H40) Division and Intelligent Automation (H60) Division.\nJob Duties Job duties to include but are not limited to:\nDevelops and reviews acquisition documentation, ensuring compliance with FAR/DFARS, and maintaining accurate data across procurement systems. Adept at contract monitoring, financial tracking, and risk management while collaborating with stakeholders to streamline processes and deliver mission-critical results.\nManage full lifecycle procurement and acquisition activities, including requirements analysis, solicitation, source selection and contract administration.\nDraft and process Simplified Acquisition Procedures (SAPs), procurement packages, and IT Procurement Requests (ITPRs) in accordance with federal regulations and agency guidance.\nPrepare, review, and evaluate acquisition documentation such as Statements of Work (SOW), Independent Government Cost Estimates (IGCE), Justifications & Approvals (J&A), and market research reports.\nProcess and reconcile purchases using P-Cards and MILSTRIP requisitions, ensuring compliance with purchasing policies and accurate documentation.\nSupport budget formulation, financial tracking, and cost analysis to ensure acquisition programs remain within funding constraints.\nProvide acquisition reporting and data analysis to senior leadership on procurement metrics, cycle times, and cost-saving initiatives.\nQualifications Associates (or higher) in business or related degree AND five (5) years professional experience which includes two (2) years specialized experience in analyzing and evaluating the effectiveness of program operations in meeting established goals, requirements, and objectives.\nExperience with managing the full acquisition lifecycle for government or military customer.\nExperience analyzing new or proposed legislation, regulations, or requirements to determine impact on program operations, engineering design, or security.\nExperience developing management and/or program evaluation plans, procedures, and methodology; analyzing and evaluating proposed changes in mission or operating procedures.\nExperience with MILSTRIP\nExperience with work management tools such as Atlassian, Jira, and Confluence.\nProficiency in the utilization of the Microsoft Office suite.\nIntermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint\nAbility to communicate effectively with all levels of employees and outside contacts\nStrong interpersonal skills and good judgment with the ability to work alone or as part of a team\nPhysical Demands:\nMust be able to lift up to 50 pounds\nMust be able to stand and walk for prolonged amounts of time\nMust be able to twist, bend and squat periodically\nSECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level.
