The successful candidate works closely with Program Officers to drive technical excellence, formulate acquisition strategies, and manage complex defense research portfolios.Essential FunctionsConceptualize technology development strategies and integrated program plans. Assist in drafting RFPs, Broad Agency Announcements (BAAs), and acquisition strategies (make/buy/hybrid). Perform cost assessments, evaluate Earned Value Management (EVM) status, and manage financial and technical execution.Develop Systems Engineering strategies, monitor integrated master schedules, allocate system requirements, and incorporate risk management. Support Technical Review Action Plans and assess System Engineering Technical Reviews.Evaluate S&T products, review white papers in an advisory capacity, and identify military capability gaps addressed by technical products. Works with the operational community to formulate experimental scenarios and determine timelines for transition to acquisition communityCoordinate responses to Requests for Information (RFIs) from Congress, OSD, DON, DARPA, and other joint offices. Draft and edit high-level communication products (white papers, PowerPoint briefings, technical report(s) for senior executive audiencesOrganize and host conference peer reviews, and technical meetings. Utilize software tools and SharePoint to visualize S&T data and archive technical abstracts. Coordinate paperwork for human subject and animal use in researchHandle, store and digitally project classified material up to the TS/SCI level.
