This is a hands-on role for someone who thrives on figuring out how we win, and who is also comfortable picking up a pen to help draft proposal content when a pursuit needs an extra set of hands.\n\nWe're a small, lean business, and we don't run a traditional, Shipley-defined capture organization with rigid lane boundaries between capture and proposal roles. Instead, your specific responsibilities will be assigned per pursuit based on team capacity and what that opportunity needs. On one pursuit you might be the strategy owner directing a separate Management Volume writer; on the next, you might be the Management Volume or Past Performance writer yourself while someone else owns the win strategy; on another, you might be brought in solely as a reviewer to pressure-test win themes and technical soundness. Each pursuit's kickoff will name your specific role, and expectations will be set explicitly rather than assumed.\n\nThis is a blended capture/proposal role by design. You'll need the strategic instincts of a capture lead, the working knowledge of a proposal writer, and the flexibility to move between those functions as staffing and opportunity size require. Many capture roles stop at strategy and hand off to a proposal team for execution, in a fixed lane that never changes pursuit to pursuit. This one doesn't. You'll move between owning the win strategy, writing the volumes that carry it, and reviewing someone else's work, depending on what each pursuit needs and who else is available. Which of these you're doing on any given pursuit depends on your assignment for that pursuit (see above), not a fixed job lane.\n\nLead Capture Efforts (Qualification through Award)\nTake ownership of the pursuit at BD-to-Capture handoff and maintain the Capture Deck as the central strategy artifact,\nBrief Senior leadership at deal reviews on opportunity status and bid/no bid decisions\nCoordinate subcontractor and teaming partner engagement for the pursuit (scope splits, past performance contributions, staffing)\n Develop price-to-win in coordination with the Pricing Lead and Executive Team\nLead customer intelligence gathering and pursuit question strategy\nCoach technical teams through win theme development and validate that the capture/win strategy is fully set before Proposal Development begins\nLead pre-RFP strategy validation (“Blue Team”) sessions and build initial storyboard templates\nEnsure Strategy Integrity Through Proposal Development\n Validate that win themes, discriminators, and competitive positioning are actually landing in the written volumes, not just present in the capture plan\nParticipate in color team reviews (Pink/Red/Gold) with specific responsibility for evaluating strategic and competitive strength of the draft\nFlag any evaluation-response or clarification content that would change technical, pricing, or strategic commitments\nDraft Management Volume content, including staffing narratives, management approach, and BOE labor inputs, in coordination with the Solution Architect / Technical Team's staffing model\nDraft or contribute to Past Performance narratives, tailoring selected references to the specific opportunity's win themes\nSupport Proposal Manager-led kickoff, volume assignments, and compliance reviews as a working contributor, not just a strategy reviewer\n\nQualifications\n\n8+ years of experience in capture management, business development, or proposal management within the federal contracting environment\nDemonstrated ability to build and defend a win strategy, not just manage a schedule\nWorking proficiency in proposal writing, specifically Management Volume and Past Performance content;\nComfort operating across the full pursuit lifecycle, from qualification through post-award transition\nStrong cross-functional collaboration skills, working closely with Business Development, Proposal Management, Solution Architects, Contracts, Pricing, and Delivery\nAbility to synthesize input from multiple stakeholders into a coherent, compelling narrative under deadline pressure\nProject management experience\nComfortable using or learning CRM / pursuit-tracking tools (e.g., NextStage, GovWin, SAM.gov research)\nExperience wearing both capture and proposal-writing hats on smaller pursuits or in a lean BD organization\nFamiliarity with AI-assisted document writing and proposal prompting\nPrior experience with Basis of Estimate (BOE) inputs or cost-volume coordination\nSomeone who comes to the table with a point of view, not just looking to facilitate a process\nAn individual looking for a role that will require hard work to deliver high impact and high reward\n\nSalary range: $160,000 - $190,000/year\n\nIf you are individual who is looking to roll up their sleeves and work with a team of technologists, managers and consultants who are smart, committed and focused on growth that aligns with mission and capabilities, this may be a great role for you.
