The successful candidate will be a hands-on and participative manager and will lead and develop an internal team to support the following areas: finance, budgeting, administration, and IT. The Controller I will play a critical role in partnering with the senior leadership team in strategic decision making and operations as the Winnebago Tribe continues to enhance its quality of programs. This is a tremendous opportunity for a finance and operations leader to maximize and strengthen the internal efficiency and capacity of a well-respected, high-impact organization.\r\nSpecific Job Duties/Responsibilities\r\nDemonstrates the Winnebago Tribe's core mission, vision, and values.\r\nMaintains a system of internal controls and ensure that continuous monitoring of internal controls happen throughout various divisions of the Tribe.\r\nEnsure all GL reconciliations are completed for month end close.\r\nCoordinate the Tribe's financial planning, budgeting, and investment activities in accordance with the Council's guidelines.\r\nPrepare and manage the WTN departmental budgets as well as oversee the annual budgeting process.\r\nOversee grant compliance by ensuring that report results comply with generally accepted accounting principles (GAAP).\r\nMonitor the setup of Awards, Projects, and Tasks based on identified grants and track budget versus actual using accounting software and Excel spreadsheets.\r\nWork closely with managers on the status of grants and projects.\r\nSupport the CFO in order to maintain short-range/long-term financial plans, forecasts, and updates.\r\nAssist in preparing and providing data for monthly, quarterly and annual reports.\r\nCollaborate with external auditors to provide information needed for the annual audit.\r\nAssist in providing audit support to the CFO and communicate accounting and reporting issues to regulatory agencies by reviewing, analyzing, and preparing supporting documents and other related materials.\r\nSupervise various accounting staff.\r\nEvaluate staff performance and provide relevant training or professional development opportunities.\r\nIdentify improvements to the Tribe's processes to enhance overall operations of various divisions.\r\nMonitor Tribe's financial policies and procedures and ensure these are updated as and when needed.\r\nRetain a general proficiency of all day to day activities of the finance department.\r\nLearn and develop various systems and procedures around Intacct and Martus Solutions software.\r\nTrain users on the various systems and serve as the administrator for the accounting and budget software.\r\nEnsures compliance with loan and fixed asset reconciliations.\r\nWorks in partnership with the CFO and HR on the maintenance of insurance plans including property, liability, and workers' compensation and employee benefits.\r\nAssist in preparation of the Tribe's indirect cost rate each year and run allocations monthly.\r\nLead special projects\r\nPost journal entries and accruals\r\nPerforms other duties as assigned.\r\nDuties listed are intended as an illustration of various types of work performed. The omission of specific duties does not exclude them from this position if the work is similar, related, or a logical assignment.\r\nRequired Qualifications/Skills\r\nBA/BS Degree in Accounting or Business Administration preferred, Master's degree preferred.\r\nSage Intacct experience strongly preferred.\r\nCPA, CMA, CGFM, or similar certification preferred.\r\nA minimum of 3 to 5 years of senior level Accounting and Finance preferred.\r\nFamiliarity of fund accounting required. Knowledge of federal, state, and local funding and grant requirements as well as familiarity with community resources preferred.\r\nExceptionally skilled in Excel and proficient in all other Microsoft office Programs.\r\nRequires independence and use of initiative and judgment as applies to accounting, business law, and management concepts.\r\nDemonstrate effective communication, decision-making, leadership, management, critical thinking, analytical, research, information and computer literacy, strategic planning, problem-solving, and time-management skills are required.\r\nKnowledge of Governmental Accounting Principles\r\nKnowledge and understanding of fiscal management including analysis, budgeting, forecasting, and identification of cost centers.\r\nKnowledge of commercial and government contracting is preferred.\r\nKnowledge of the Self-Determination and Educational Assistance Act (93-638 as amended), Single Audit Act (as amended) is preferred.\r\nKnowledge of the Code of Federal Regulations and Office of Management and Budget (OMB) circulars applicable to Tribal Governments is preferred.\r\nKnowledge of grant management best practices is preferred.\r\nKnowledge of relevant tribal, state, and federal law is preferred.\r\nKnowledge of budgeting or Martus Tools software preferred.\r\nAbility to communicate clearly and persuasively.\r\nAbility to problem-solve identified issues within the organization.
