This role ensures compliance with government regulations, manages multi-agency stakeholders, and delivers secure, scalable systems that align with agency objectives and federal IT standards.\r\nKey Responsibilities\r\nProject & Program Management\r\nLead end-to-end planning and delivery of IT projects in alignment with agency goals.\r\nDevelop project charters, integrated master schedules, work breakdown structures, and governance documentation.\r\nEnsure projects meet federal/state requirements including FISMA, FedRAMP, NIST, and agency-specific standards.\r\nStakeholder & Multi-Agency Coordination\r\nServe as the liaison between technical teams, contracting officers, program leadership, and external agencies.\r\nFacilitate cross-functional meetings, briefings, and status updates for senior government officials.\r\nTranslate technical complexities into clear, actionable information for non-technical stakeholders.\r\nTechnical Leadership & Oversight\r\nCollaborate with engineers, architects, cybersecurity teams, and vendors to define system requirements.\r\nOversee technology implementations such as cloud migration, application modernization, data systems, and infrastructure upgrades.\r\nEnsure systems meet security, privacy, and accessibility requirements (e.g., Section 508).\r\nCompliance, Risk & Quality Management\r\nIdentify and mitigate risks, dependencies, and issues across technical workstreams.\r\nMaintain compliance with federal IT governance frameworks including\r\nNIST SP 800-series\r\nOMB Circular A-11 & A-130\r\nFAR / DFARS (when acquisition-related)\r\nSupport audits, ATO processes, and documentation required for cybersecurity and privacy.\r\nSupport procurement activities including RFP development, evaluation of proposals, and vendor performance assessments.\r\nOversee contractor deliverables, SLAs, quality metrics, and contract compliance.\r\nFacilitate Agile ceremonies (sprint planning, retrospectives, backlog grooming).\r\nEnsure adherence to SDLC processes—Waterfall, Agile, or hybrid—based on agency standards.\r\nMaintain documentation required for audits, governance boards, and change control reviews.\r\nBudget & Resource Coordination\r\nTrack project budgets, funding allocations, and expenditures.\r\nCoordinate resources across government staff, contractors, and multi-agency stakeholders.\r\nRequired Qualifications\r\nBachelor's degree in IT, Computer Science, Engineering, Public Administration, or related field.\r\n10+ years of project management experience in IT environments.\r\nStrong understanding of government IT compliance frameworks (NIST, FISMA, FedRAMP).\r\nExperience working with contracting officers, acquisition teams, or federal procurement processes.\r\nFamiliarity with project management tools (Jira, MS Project, Azure DevOps, Trello, etc.).\r\nPMP or CAPM\r\nITIL\r\nSecurity+ (for security-sensitive programs)\r\nExcellent communication and government stakeholder management.\r\nAbility to lead technical teams in secure environments.\r\nStrong understanding of cloud services (Azure, AWS GovCloud) and enterprise systems.\r\nKnowledge of risk management, security compliance, and IT governance.\r\nAbility to operate in structured, policy-driven environments.\r\nDisclaimer\r\nThis job description is intended to describe the general nature and level of work performed.
