As a Planner Estimator, you will be instrumental in developing a plan to define, create and implement sustainment, life cycle support and modernization for C3 Shore Commands.\n\nAbout C3: Naval Information Warfare Systems Command (NAVWAR) recently established a Command, Control, and Communications (C3) Shore Program Management (SPM) Office focused on providing sustainment, life cycle support and modernization to ensure site readiness for C3 shore commands Navy wide. The office is a new department within the NAVWAR Fleet and Logistics Support Directorate. C3 shore commands are onshore installations and facilities, serving as hubs for Navy C3 systems that provide global connectivity for the fleet. C3 systems are fundamental to all military operations, delivering the critical information necessary to plan, coordinate, and control forces and operations across the full range of the Department of Defense missions. The primary task is to develop and maintain approximately 31 class maintenance plans representing the configuration of each C3 Shore platform.\n\nClearance Requirement:\nMust be a US citizen with the ability to obtain/maintain a DOD Secret security clearance.\nEssential Functions and Responsibilities:\nPerform site visit checks for actual site conditions.\nDevelop availability work packages.\nDevelop Integrated Availability Schedules using Microsoft Project.\nDevelop and manage Integrated Master Schedules utilizing MS Project.\nEvaluate drawings, requirements and other paperwork to develop extensive cost estimates.\nUtilize both Critical Path Method and Elaborative Scheduling Methods to develop a schedule.\nProvide specialized expertise in evaluating risk, aligning capabilities to requirements, and executing the C3 process.\nDevelop and manage the Program Work Breakdown Structures, Contract Work Breakdown Structure and integrate Organizational Breakdown Structures.\nInterpret repair and modernization Work Breakdown Structure (WBS) philosophy.\nDevelop, apply, and analyze performance measures.\nPerform trend, budget, and resource capacity analyses including providing recommendations, and developing implementation plans.\nDevelop standardized cost estimating for class maintenance plans.\nDevelop estimates that meet customer requirements for schedule, scope of work and quality.\nAttend meetings with senior management to clarify estimates.\nMaintain historical cost records for future reference.\nRequired Education, Skills, and Experience:\nTechnical Training in a relevant C5ISR field\nFifteen (15) years of hands-on experience with \"Task Specific Projects\", to include three (3) of the following five (5) areas:\nSystems Requirements\nOperational Requirements\nData Analysis\nTest & Evaluation\nTraining\nRecognized expert who has demonstrated industry and/or public service leadership in Navy command, control and communication systems.\nGeneral knowledge of mechanical components (command, control and communications systems) disassembly, inspection, repair, restoration.\nScheduler, or Scheduler Supervisor experience preferred.\nKnowledge of US Navy maintenance methodology.\nUnderstanding of reliability principles.\nExperience working for or with one of the three following echelon three command:\nCarrier Planning Activity\nSubmarine Maintenance Engineering Planning\nProcurement or Surface Maintenance Engineering Planning Program\nFamiliar with Navy Data Environment and Navy Maintenance Database.\nFamiliar with Model Based Product Support\nProficient with Microsoft Office products, including Word, Excel, PowerPoint, and Access\nExperience with Oracle Primavera a plus\nMust demonstrate excellent communication and interpersonal skills.\nStrong organizational skills\nPhysical Demands and Expectations:\nUp to 30% travel\nRegular physical activity includes walking, climbing stairs, bending, stooping, reaching, standing and prolonged sitting.\nAbility to speak, read, hear and write, with or without assistance.\nAbility to use phone and computer systems, copier, fax and other office equipment.\nThis position description represents a summary of the major components and requirements of the outlined job.
