Introduction
The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

Main Purpose of Job
The main purpose of this position is as the Administrator for the Facilities Operations Department managing its fleet, telecommunications, inventory/fixed assets/supplies, and the department’s operating budget of $1.3 million. This position is responsible for overseeing the agency’s state-owned vehicles; institute effective preventive maintenance, cost-effective repairs, and minimizing vehicle downtime, ensuring that all state vehicles are used and maintained as required and all mileage forms are properly filled out and submitted. Working closely with the State of Maryland Fleet Management Unit. This position is also responsible for ensuring full compliance with the DGS inventory control manual. Full compliance includes but is not limited to the proper tagging and recording of all equipment, conducting the required inventories, preparing all required disposal and surplus forms and preparing the annual report of materials and supplies as well as the fixed asset inventory report.
This position is the back up for the Facilities Director and assist in the management of services and processes that support the core business of MLGCA and ensure that the agency has the most suitable working environment for its employees and their activities.
POSITION DUTIES
Manage, plans, directs, and monitor the agency’s 94 state owned vehicle fleet; institute effective preventive maintenance, repair, and VEIP inspections ensuring that maintenance schedules are meet
Reconcile monthly reports for Carroll’s Fuel, Element Maintenance, and EZ Pass
Assists, reviews, and make recommendations in the direction of departmental activities in budget cycle, scope of work, and specifications for major procurements related to fleet and vehicle maintenance; annual inventory of fleet vehicles.
Responsible for the overall development and leadership for the Fleet Policy and Procedures; assists in the development and implementation of standard operating procedures for maintenance using best known practices.
Oversee the agency’s telecommunications system and equipment; maintain phone records.
Supervise the coordination and monitoring of property accounts and records; responsible for inventory (property) activity; recording receipt of and marking of new property.
Oversees assigning accountability officers to each Division and coordinate the movement of property, and updates the inventory records accordingly.
Ensures full compliance with the DGS inventory control manual
Manage, review, reconcile and monitor (monthly) the Facilities Operations departmental budget.
Monitor, review, and approve invoices and expenses for telecommunications, vehicles, furniture, postage, electricity, supplies and materials, and general operations (office and equipment maintenance and rentals
Provide department director a copy of the reconciled budget report with year-to-date expenses, outstanding payments, and available department budget balance.
Supervise database and spreadsheet of division invoices, corporate card, and purchase orders.
Manage, authorize, and supervise department procurement requests for all department purchases ensuring that they have the correct budget codes.
Oversees check stock and spreadsheet of checks issued to Customer Resource Center Claims office and Finance Division for Lottery winners, and the agency’s working fund. Manage the signed documentation of checks issued to managers/supervisors of requesting department.
Ensure the security of checks stored and secured in a locked file cabinet and secure room.
Supervise the receipt of checks received in the mail (various mail couriers), and logged in receipt book; ensuring accuracy, fraud, and inconsistency to minimize written void receipts.
Knowledge of Record Retention schedule and aid in transfer of documents for the agency as needed.
Knowledge of FMIS to enter ADPICS receiving information for agency wide procurement.
All other duties as assigned
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of administrative staff or professional work.

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications
- Experience responding to customer inquiries, acknowledging and resolving customer complaints or concerns in facilities management.
Experience implementing safety programs and conducting training sessions.
Should have some knowledge of budget management, fleet management & Inventory management.
Knowledge of data base programs and spread sheets utilizing Microsoft Excel. Experience collaborating across multiple departments and functions.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
