The selected candidate will be responsible for leading the successful delivery of large and complex IT programs and projects through all phases of the project management lifecycle, including initiation, planning, iterative development, continuous testing, execution, control, and closeout.This role requires a strong background in managing enterprise IT initiatives, coordinating across technical and business teams, leading Agile and waterfall delivery efforts, and serving as a primary point of contact for customer stakeholders.The Program Manager will work across multiple areas, including applications, infrastructure, QA, change management, business processes, customer support, and vendor coordination.Key ResponsibilitiesServe as the senior Program Manager for complex IT programs and project initiatives.Lead projects through all phases of the SDLC using Agile, waterfall, and hybrid delivery methodologies.Manage day-to-day project execution, including deliverables, schedules, sprints, backlogs, risks, issues, decisions, and dependencies.Serve as the primary technical and project point of contact for the customer.Coordinate across infrastructure, applications, QA, change management, customer service, and business teams.Manage relationships with stakeholders, managers, vendors, and executive leadership.Develop and maintain project plans, resource plans, communication plans, program metrics, and project status reporting.Prepare executive-level communications, steering committee materials, status updates, and decision support documentation.Identify project and resource dependencies and work collaboratively with team members to keep delivery on schedule.Provide leadership, direction, coaching, and timely feedback to project teams.Support business process improvement, systems implementation, and IT application delivery efforts.Required QualificationsBachelor’s degree in Computer Science, Business, Finance, Information Technology, or a related field.12+ years of experience managing and implementing concurrent projects or programs of varying size and complexity.Experience leading at least four multi-year project implementation efforts.Demonstrated success leading initiatives in an Agile delivery environment.Strong experience leading project teams and motivating staff in a collaborative environment.Experience managing stakeholder expectations, executive communications, risks, issues, schedules, and project decisions.Experience supporting software and/or hardware system implementations, IT applications, and business process initiatives.Proficiency with Microsoft Office Suite, Microsoft Project, Microsoft Visio, Atlassian Jira, and Confluence.PMP, PMI-ACP, ScrumMaster, or other Agile/project management certification required.Highly Desired QualificationsExperience supporting government or public-sector IT programs.Experience working with cross-functional teams across infrastructure, applications, QA, change management, business operations, and customer support.Strong understanding of SDLC, Agile delivery, waterfall delivery, sprint planning, backlog management, and project governance.Experience preparing executive steering committee materials and portfolio-level project reporting.Ability to work directly with customer leadership and serve as a trusted delivery lead.Ideal CandidateThe ideal candidate is a senior-level Program Manager who can take ownership of complex IT delivery efforts, bring structure to fast-moving project environments, and communicate clearly with both technical teams and executive stakeholders.This person should be comfortable managing multiple concurrent initiatives, leading teams through ambiguity, and ensuring project objectives remain aligned with customer priorities.This is a hybrid role based in Washington, DC. Candidates must be local to the DMV area and able to report onsite up to three days per week.
