Emphases for the Programmer candidates will be on the modernization of legacy computer systems associated with Administrative systems, assisting with modifications of those computer systems to ensure upgrade compatibility from older to newer platform environments, application modifications to meet state and agency security standards, assisting with application evaluation and build specifications, and implementing industry standards following the Software Development Life Cycle (SDLC).\nSpecific Programmer duties and responsibilities will include, but are not limited to the following:\nPerform complex programming functions, assistance, and technical advice, including design architecture, configuration, writing, testing, and documentation to the complex programming of agency computer systems as assigned.\nModernization of legacy computer systems to ASP.Net MVC or CORE environment.\nModification of existing computer systems to be compliant with agency security requirements.\nMigration and modification of existing computer systems in older environments to newer platform environments, following industry best practices.\nEnsure maximum system uptime for critical components to ensure business continuity.\nDiagnoses, isolates and de-bugs software problems and performs problem resolution.\nMonitors systems capacity and performance, plans and executes disaster recovery procedures and provides Tier 2 technical support.\nAdheres to Information Technology application development standards and security requirements.\nAll code to be checked in and out through code repository Git.\nEnsure applications are compatible in major web browsers (IE, Chrome, Firefox, etc.).\nEnsure supporting system database connection strings are updated to support database migration from DB2 to SQL database.\nAdd required functionality to existing systems to retire active mainframe forms and streamline backend processes where possible.\nPrepare and maintain system documentation and architecture diagrams for applications assigned.\nWork in a collaborative effort to conceptualize total systems and/or product solutions currently in place and remediation to the system environment residing at the State IT Data Center.\nAbility to plan, organize, review, and implement associated project milestones to completion.\nRecommend and assist in the design of system architectures to align with organizational strategic business objectives.\nRequires mastery of technical and business knowledge in multiple disciplines/processes.\nProvide updates to the Project Team.\nAssist with the development of policies and procedures to conform and comply with agency standard cyber security policy design related to information risk management, designation of data as to criticality, confidentiality, and protection. (NIST 800-53, FISMA, SC InfoSec Requirements, etc.)\nThe position will be utilized for 40 hours per week for the duration of this project. The selected candidates should be able to work flexible hours, as it may be necessary to complete work outside traditional business hours during production system rollouts. The candidates will work closely with the Administration Applications Section Manager to identify, prioritize, and schedule workload and implementation to IT standards and procedures. The candidates will work closely with customer and subject matter experts for the system design and testing.\nModule support of the project.\nDPH will require that selected personnel sign the DPH confidentiality agreement and/or Business Associate (BA) agreement if applicable.\nDPH will not accept any offers including an “up-lift” charge. The rate paid per consultant must not exceed the maximum rate established for this position described in the State contract terms.\nContractors must be on-site during each week throughout the term of the contract.\nFollow agency IT Standards, policies, and procedures to include documentation.\nAll source code (compiled and uncompiled) will become the sole property of the South Carolina Department of Public. Any source code, data, product, or functionality resulting from this SOW or previously owned/developed by DPH will remain the sole property of DPH and is not to be incorporated into the core product of any vendor's application.
