Join us.\n\nJob Description\n\nAECOM is seeking a Program Controls Reporting Manager to be based in our Baltimore, MD office to lead enterprise-level program controls reporting and dashboard delivery to support the B&P Tunnel Replacement (BPTR) Program among other project opportunities available at AECOM.\n\nAECOM is the delivery partner for Amtrak on the BPTR Program that will upgrade a ten-mile section of the Northeast Corridor (NEC), America’s busiest passenger rail line. The delivery partner team is responsible for supporting Amtrak with overseeing the full breadth of the program. The scope of services includes program management, design oversight, construction oversight, commissioning oversight, program controls, and commercial and capacity building. The Program will also include delivery of new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station.\nThe ideal candidate will be a professional who can drive the development and execution of reporting strategies, oversee program and executive-level performance reporting, and ensure coordination across Program Controls and Financial functions to deliver accurate, timely, and actionable insights. The Reporting Manager will lead translating cost, schedule, risk, change, and performance data into clear visualizations and decision-ready reporting products that enhance leadership oversight, governance, and proactive program management. Experience in federal reporting standards, compliance requirements, and performance frameworks is highly valued and considered a strong advantage.\nThe responsibilities of the Reporting Manager include the following:\nReporting Strategy and Governance\nDevelop and maintain program-wide reporting policies, procedures, templates, and tools aligned with cost, schedule, and scope controls.\nEstablish standardized reporting workflows and governance frameworks to ensure consistent and transparent performance communication.\nManage the program reporting calendar, milestone deadlines, and recurring deliverable requirements.\nProgram and Executive-Level Reporting\nLead the preparation and delivery of monthly, quarterly, and annual program performance reports.\nIntegrate progress, cost, cash flow, earned value, risk, and forecast data into consolidated reporting products.\nSupport executive and board-level reports highlighting key performance indicators, emerging risks, and management actions.\nEnsure compliance with internal and federal reporting expectations where applicable.\nDashboard Development and Automation\nIdentify and implement opportunities to automate reporting through tools such as Power BI and enterprise data environments.\nDesign and maintain interactive, role-based dashboards that provide real-time visibility into performance drivers and constraints.\nEnsure all reporting outputs are accurate, consistent, and aligned with stakeholder decision-making needs.\nData Integration and Quality Assurance\nCollaborate with project teams and functional leads to collect, validate, and reconcile cost, schedule, and risk data.\nMaintain traceability between source systems and published reports to support transparency and audit readiness.\nDrive continuous improvement in reporting processes, data visualization standards, and analytical capabilities.\nCross-Functional Coordination\nAct as a key liaison between Program Controls, Finance, and Program Leadership to ensure cohesive reporting narratives.\nSupport communication and follow-up with functional teams to meet reporting requirements and timelines.\nProvide analytical and administrative support to the Program Reporting Unit as needed.\n\nQualifications\n\nMinimum:\nBachelor’s degree and 8 years of related experience or demonstrated equivalency of experience and/or education.\nPreferred requirements\nBachelor’s degree in business, engineering, finance, project management, or related discipline.\nPMP certification or relevant project controls/reporting credentials preferred.\nProficiency in Power BI, Primavera P6, TILOS, Visio, and the Microsoft Office Suite.\nExperience with desktop publishing and professional graphics software.\nStrong experience background in scheduling, project controls, reporting, and data analytics.\nKnowledge of federal reporting standards, compliance frameworks, and large-scale capital program requirements is a strong plus.\nKnowledge of public-sector reporting standards and infrastructure delivery programs (transportation, rail, roadway, etc.).\nExcellent communication, organization, and time management skills, with the ability to deliver under pressure.\nExperience on Amtrak or other public transit agency projects is preferable.\n\nAdditional Information\n\nAdherence to BPTR program policies is mandatory.\nOn-site presence at the program office in Baltimore, MD is required.\nRelocation is not an option for this position\nSponsorship for US employment authorization is not available now or in the future for this position\nAt AECOM, we are committed to maintaining a secure and trustworthy recruitment process and take any fraudulent hiring activity seriously.
