GIS Specialist I/II (Technology Specialist I/II)

The chosen candidate will be hired as either a Technology Specialist I or II based on qualifications. The GIS Specialist develops and maintains the Assessor's parcel maps and GIS layers that display parcel boundaries, blocks, lots, and easements, verifies legal descriptions on incoming deeds, assists customers with boundary questions, and researches issues related to incorrect or poor legal descriptions.Responsibilities – GIS Specialist ICreate, maintain, and edit Assessor's maps and layers using ArcGIS.Interpret legal descriptions on recorded documents and translate them into precise scale drawings; interpolate between new and old maps to position changes accurately.Determine accurate closure and plotting of legal descriptions using engineering calculations.Provide technical assistance to office staff, engineers, land surveyors, title companies, and the public regarding legal descriptions, title problems, and map interpretations; verify current property ownership.Identify title and property description discrepancies; work with property owners, engineers, surveyors, attorneys, and government agencies to resolve them.Send letters identifying problems that need to be resolved to transfer and/or split property.Prepare and edit source documents for input into the primary County property database used for assessment, taxes, and GIS.Maintain proficiency in the use of software and hardware used by the department.Review, approve, compose, and when necessary create new legal documents used by various County departments, such as those for tax-defaulted properties.Perform photocopying and filing.Develop a strong working knowledge of ArcGIS.Responsibilities – GIS Specialist IIDetect errors in survey, subdivision, and parcel maps and coordinate with involved agencies and private surveyors to correct them.Make calculations to determine parcel areas, boundary angles, bearings, and distances to ensure accurate property and ownership boundaries.Review owner requests for boundary changes against code requirements, issue reports if the change meets criteria, collect fees, and create new property boundaries on map.Conduct title searches of historical data to record ownership sequence and boundary events for Assessor's parcels.Revise and update Assessor's maps from deeds, resolutions, court orders, surveys, field notes, land contracts, owner requests, administrative change requests, and State Board of Equalization land changes.Maintain a directory of revised maps on the County website for internal staff, other County departments, title companies, and the public.Prepare reports on properties with boundary, legal description, or ownership problems.Train GIS Specialist I.Perform special projects as assigned.KnowledgeBasic computer hardware and software, operating systems, workflow processes, direct access techniques, and remote processing.Basic operational characteristics of local and wide area network systems.Basic operational characteristics of communication systems, equipment, and devices.Tools used in the maintenance, testing, troubleshooting, and installation of personal computers, communications equipment, network components, and peripheral equipment.Principles and practices of effective customer service.Safe work practices when working with electronic equipment.Operations, services, concepts, terms, and activities common to a comprehensive, state-of-the-art information technology program.Principles of records and database management.Radio communications and electronics including microwave radio theory and operations (if assigned to telecommunications).Standards and protocols for data/voice communications (if assigned to telecommunications).Skills and Abilities – GIS Specialist ILearn the operations and functions of an assigned business unit.Analyze problems with software, hardware, communications, and operating systems; a valid information systems technology certificate or approved training may substitute.If solely assigned to GIS, one (1) year of experience working with basic GIS functionality.GIS Specialist II – Pattern ITwo (2) years of experience providing technical support of computer applications and equipment at a level equivalent to Technology Specialist I in Stanislaus County.GIS Specialist II – Pattern IIEquivalent to completion of an Associate's Degree in a related field and one (1) year of experience at a level equivalent to Technology Specialist I in Stanislaus County.License or CertificationPossession of a valid California Driver's License and meeting County insurability requirements (where required).Demonstrated technical competency or certification related to information technology used by the appointing department (where required).General QualificationsPass County-paid pre-employment background investigation.Perform job duties in a manner that ensures a safe working environment for oneself and others.Maintain confidential information according to legal standards and County regulations.EEO StatementStanislaus County is an Equal Opportunity Employer.
