The HR Manager builds trusted relationships with employees at all levels while partnering with leadership to foster a positive, compliant, and productive work environment.\nEmployment Status: Part-Time (20-25 hours per week, flexible schedule) Reports To: President/CEO\nEssential Duties and Responsibilities\nHuman Resources Administration\nManage all day-to-day human resources operations and all HR documentation.\nDevelop, implement, and maintain HR policies, procedures, and the Employee Handbook.\nMaintain employee personnel files and HR records while ensuring confidentiality and data integrity.\nAdminister the HRIS and ensure employee data is accurate and current.\nRecommend and implement HR process improvements and best practices that support corporate initiatives.\nRecruitment, OnboardingOffboarding\nPartner with external recruiter and hiring managers with the recruiting process.\nCoordinate applicant background checks, reference checks, and offer letters.\nManage new hire onboarding, orientation, employment eligibility verification (Form I-9), and required employment documentation.\nCoordinate employee separations, including resignations and terminations, ensuring proper documentation, final pay coordination, benefit notifications, return of company property, system access removal, and compliance with applicable employment laws.\nEmployee RelationsPerformance Management\nServe as the primary HR contact for employees and managers.\nAdvise leadership on employee relations matters, disciplinary actions, investigations, performance improvement plans, and conflict resolution.\nCoordinate the annual performance review process and assist with employee development initiatives.\nCompensation, BenefitsPayroll\nAdminister employee benefits, including all insurance plans, retirement plans, paid time off, and leave programs.\nCoordinate annual open enrollment and serve as liaison with benefit providers and brokers.\nSupport payroll administration by coordinating employee changes, reviewing payroll information for accuracy, and maintaining compensation records.\nComplianceGovernment Contracting\nEnsure compliance with all applicable federal, state, and local employment laws and regulations across a multi-state workforce.\nCoordinate and maintain all HR compliance records.\nAdminister leave programs, workers' compensation, unemployment claims, and required employment postings.\nSupport compliance with federal contractor requirements, including EEO, affirmative action, VETS-4212 reporting, OFCCP requirements, Service Contract Act (SCA) compliance when applicable, and other government contracting employment obligations.\nAssist with SBA 8(a) program HR-related documentation, annual reviews, and employment records as requested.\nMaintain HR records and documentation in accordance with applicable record retention requirements and audit standards.\nTrainingOrganizational Support\nCoordinate required compliance training and employee development initiatives.\nAdvise leadership on HR best practices and recommendations regarding workforce planning, employee engagement, and organizational effectiveness.\nParticipate in special HR projects and other duties as assigned.\nQualifications\nRequired:\nBachelor's degree in Human Resources, Business Administration, or related field.\nFive or more years of HR experience in a generalist role.\nExperience supporting small businesses or government contractors preferred.\nStrong knowledge of employment laws, including FLSA, FMLA, EEO, ADA, and applicable state regulations.\nExperience administering employee benefits and HR compliance programs.\nExcellent interpersonal, communication, and confidentiality skills.\nStrong organizational and problem-solving abilities.\nProficiency with Microsoft Office and HR/payroll systems.\nPreferred:\nActive SHRM-CP / SHRM-SCP or PHR / SPHR certification(s).\nExperience with HRIS platforms (e.g.,
