Position DescriptionThis posting will be used to fill a full time position in the Bureau of Utility Operations in the Department of Public Works. This position will oversee and manage the wastewater support services group such as wet well cleaning and ARV (air release valve) program's within the Wastewater Operations Division of the Bureau of Utility Operations. This position will also perform engineering review and support for Bio-solids Regional Facility, WRFs (Water Reclamation Facilities) and SPSs (Sewage Pumping Stations) capital upgrades, WRF Stormwater permitting and compliance. Will also serve as the wastewater liaison for all grant support needs. Responsible for a crew of nine and an office support assistantWork Location: Patuxent Water Reclamation Facility - 1640 Professional Blvd, Crofton MD21114 (Old Admin Building)NATURE AND VARIETY OF WORK This is professional work directing on or more operational programs and projects. It will oversee and manage the following programs in the Wastewater Administration division of the Bureau of Utility Operations, namely; Managed Aquifer Recharge (MAR), Bio-solids regional facility, sewage pumping station capital upgrades, septage receiving, nutrient credit registration tracking and management, Water Reclamation Facilities (WRF) performance tracking, grant management and support, compliance as it relates to WRF reporting (DMRs), and WRF and Sewage Pumping Stations (SPS) research and development.Examples Of Duties And Knowledge, Skills And Abilities(May not include all duties performed) This position is responsible for the following:Managing, providing technical guidance, acting as liaison with State and Federal agencies to ensure regulatory compliance, and reviewing monthly Discharge Monitoring Report (DMR) submissions and tracking all nutrient discharges by all County-owned WRFs.Overseeing the Managed Aquifer Recharge Program (MAR) Managing the Bio-solids regional facilityLiaison for Sewage Pumping Station capital projects Liaison for all grant management and support needsSeptage receiving program to include set up, implementation, site evaluation, and operationResearch, development, and innovation in the sanitary collection system, and water reclamation facilitiesPreparation of routine and special reports, including annual nutrient credit tracking and registration as well as other key metrics as needed.Performs related duties as required.Knowledge, Skills, And AbilitiesThorough knowledge of laws, rules, and regulations which apply to provisions and limitations of program to which assigned. Thorough knowledge of the principles, practices or techniques of program development, implementation, management and evaluation. Knowledge of the general principles of procurement, contract management, and personnel administration, as required. Knowledge of Federal and/or State grant funding requirements and regulations, as required. Skill in leading assigned employees, providing instruction, and reviewing their work. Skill in explaining and defending ideas and positions, both orally and in writing, and in persuading individuals and groups to support assigned program activities or decisions. Ability to conduct analytical studies and make recommendations concerning effectiveness, efficiency, and productivity of assigned program(s). Ability to deal tactfully, effectively and equitably with people.
